Sounds like the thief has to be a postal worker. We made the national news when two postal workers implied that fraud was rampant with mail in ballots but , as it turned out, an investigation revealed that the postal workers just made it up.

PORTLAND, Ore. (AP) — Incendiary devices were set off Monday at two ballot drop boxes — one in Portland and another in nearby Vancouver, Washington — destroying hundreds of ballots in what one official called a "direct attack on democracy" about a week before a heated Election Day.
The early morning fire at the drop box in Portland was extinguished quickly thanks to a suppression system inside the box as well as a nearby security guard, police said, and just three ballots were damaged there.
But within a few hours, another fire was discovered at a transit center drop box across the Columbia River in Vancouver. Vancouver is the biggest city in Washington's 3rd Congressional District, the site of what is expected to be one of the closest U.S. House races in the country, between first-term Democratic Rep. Marie Gluesenkamp Perez and Republican challenger Joe Kent.
We should expect all manner of chaos and d disruption.

No, this is more involved with company's hired to register PA residents to vote---they pay employees to get citizens sign voter registration forms; some workers possibly committed fraud as handwriting same on multiple forms along with signature not matching prior voter records.-- thus fraudulent activity.

I rarely encourage people to vote. What you describe above seem ripe for exploitation. I'm farklempt. If people don't care enough to register. IMHO, who needs them?
Per the article, just 60 guardsmen being activated on standaby to help support police if needed.

I think that some people just don't see voting and engagement with our democracy as their patriotic duty. I try to influence that POV toward participation.

And I just encouraged someone who was going to sit it out. She had heard some of the things Harris has said that made both of us cringe. She finally conceded that it would be silly to sit out an election because the candidate isn't perfect. (She's decades younger than I and despises Trump). In our purple state every.vote.counts. It's too disheartening to talk to morons who have no inkling what's going on in the world. My young friend is a super intelligent woman who was worth my valuable time. I think that the people who have thought about it and then just throw their hands up can be saved:) If I ever had to make up (with a gun at my head) who to support in the present Israeli war, I'm not sure anyone could help me out with that one but being a reasonable person, I would listen because there's that damn gun at my head. That's almost the pressure I feel about this one because Trump is a very dangerous person and the lives of Jews would be made just a little less safe. Michigan is filled with Yahoo's with guns.
