"At 3:00 the nurse is responsible for synchronizing the clocks. This must be co-signed by another RN in the log book and also entered into the computer. This important task can NEVER be delegated to unlicensed staff!"

Sheesh, we just had the meeting about hourly rounding at lunch. Administration doesn't mess around.
