Am I reading this right? The bill is SB 1159, which looks like it passed to me when I look it up on the California legislature website -- with the following language:
"SEC. 2. Section 135.5 is added to the Business and Professions Code, to read: 135.5. (a) The Legislature finds and declares that it is in the best interests of the State of California to provide persons who are not lawfully present in the United States with the state benefits provided by all licensing acts of entities within the department, and therefore enacts this section pursuant to subsection (d) of Section 1621 of Title 8 of the United States Code. (b) Notwithstanding subdivision (a) of Section 30, and except as required by subdivision (e) of Section 7583.23, no entity within the department shall deny licensure to an applicant based on his or her citizenship status or immigration status. © Every board within the department shall implement all required regulatory or procedural changes necessary to implement this section no later than January 1, 2016. A board may implement the provisions of this section at any time prior to January 1, 2016."

If you think it is the unlawfully present who are stealing this country blind, instead of the trillions your elected officials have spent on sending our kids to die in unconstitutional wars and bailing out corporations, then I'm not sure I want to live on this planet anymore.
Those without papers do not get drivers licenses, food stamps, nor in-state secondary education in most of the country. They do not get tons and tons of handouts. No tax-free businesses for seven years (yeah, I really have heard that one...several times). If there is a job to be had, it is because there is both an American unwilling to do it and a person doing the hiring. The talking heads on TV may tell you one thing, but I lived it for 13 years. I can tell you exactly what they get and don't get.
If they do get healthcare and education, you know what? Big Flipping Deal. Yay, we still do a few things right. If your biggest argument against illegal immigration is that we treat their health needs and educate their kids, then your argument is (to be polite) severely lacking.
ILLEGAL ALIENS, are, 'stealing us blind". There are many articles that document how much illegal aliens are costing this country.Any taxes that they pay from working their minimum wage jobs, are a drop in the bucket, Their free health care, pregnancies, anchor babies and the K-12 free public education that taxpayers provide, the list goes on. They take far more than they give.
Lets not forget that they illegally entered this country or overstayed visas. They broke our laws, and are taking advantage of us big time.
That is not alright with me, and other Americans, who see this as a deliberate act on Mexico and Central America, to us America as a way to rid themselves of as many of their non contributing citizens at our expense.
I am a big proponent of revoking birthright citizenship, and chain migration.
Myself, and other Americans are tired of paying for other countries' problems.
Spare me the, "but we are ALL IMMIGRANTS", blah, blah, blah.
My relatives did not come here with their hands out, and walk to the welfare office to obtain benefits that they never paid into, or deserve. They took care of themselves, and their own. I rest my case.

You are, of course, entitled to your opinion.
But I don't agree with basing public policy on historical fantasy and xenophobic panic. You are welcome to believe anything you want ... whatever gets you through the night ... but I believe we need to keep our laws reality based.
The pressure of northward immigration is only going to get worse as more and more of the tropics and subtropics get progressively more unlivable. I think that policy guaranteed to result in mayhem and violence is not a good thing for our survival as a society.
Who knows ... many of us - or our children - might be knocking on Canada's door in a few decades.
Not in a couple of decades, we already have Americans knocking on our doors. Deserters from A'stan and Iraq have come looking for safety just as the draft dodgers/evaders/deserters of the Viet Nam era came north.
You truly want to see migrant problems? Look at the Calais - UK border issue. The migration of young men from Africa to Europe with no papers, often no skills, and in these troubled times no background
The problem would fix itself, if these invaders, were turned back at the border, and not given any freebies.
Keep them locked in a prison, pack them in a truck with one open window, and drive them back to where they came from. I am not basing my statements on, "public policy of historical fantasy and xenophobic panic".
By allowing them to stay, given housing, non essential medical care, "three hots and a cot", free K-12 education for the kids, it only encourages more illegal immigration.
Our country is experiencing record drought, arable land is being plowed over to build more houses, stores, factories, schools, etc. We cannot allow the world's poor to emigrate here. They need to stay put, and work to improve what they have in their own country.
Spare me the, "but they are poor and illiterate, and don't know how to run a country".
So were most of the people who came to the New World. A bunch of white men, figured out what they wanted in a country, and built the United States from the ground up, politically and economically. They then had the balls, to declare independence, from what at the time, was one of the most powerful countries in the world, and win a war against them. If they could figure it out, so can the individuals who break into this country, and in Europe.
Unfortunately, they are not given the opportunity, because they have figured out that they can just walk across our borders, hop on any broken down boat, and sail to, "paradise" at the US, EU or UK borders, and get everything that they want with NO effort on their part.
That is not being xenophobic, it is being a realist. Gone are the wide open spaces, vast forests, etc. Our natural resources are being depleted at a record pace. Our aquifers are being drained of water, and there is not enough rainfall, or snowfall to replenish them.
This country is for Americans, not foreign invaders, just like Europe is for Europeans, and the United Kingdom is for the British. The UK, and Europe have it even worse since they were foolish to join the, "European Union".
I stand my ground. Our open borders, too generous immigration policies, "birthright citizenship and chain migration, "will be the downfall of this country.

For all of you that use the term "Undocumented Immigrant" you are a joke to our society. Grow a pair and call them what they are. Even the majority of rational thinking Democrats know what they are and why the vast majority of Americans are to the right on this particular issue just like they are with guns.

I would love to know where to find this free housing for immigrants. My illegal husband and I spend way too much on rent! Seriously though, you've been misinformed.
Free medical care?
When my husband fell 2 stories from a scaffold, he refused to go to the ED because he's not allowed to be on my health insurance policy that I pay for. No one was offering him free medical care.
3 hots and a cot?
My husband and I both work our behinds off to provide for our children, and I don't need or want your contribution, thank you very much.
Free K-12 education?
My husband and I BOTH pay taxes in order to provide an education for our children. My kids are just as deserving as anyone else's regardless of their father's immigration status. And you know what? I'm totally ok with it if my taxes also end up helping someone else's kid get an education.
And speaking of taxes, what my husband overpays in income taxes every year, the government gets to keep. I don't hear you saying thank you.
We contribute, we don't ask for handouts. It has been a long, difficult, expensive road to get where we are in the immigration process. Not everyone has the means or ability to do it.
I tried to lighten this up by a poor joke about the difference between unlawful and illeagle (sic) is a sick bird, it fell flat. So know listen to a story.
There once was a province of a sovereign nation that had abundant land and vas resources. The population (careful not to call them natives) were not able to maximize the value and resources so invited neighbors and others to come and share the wealth, emphasis on share. All you had to do was follow the rules and you could share in the opportunities and all would benefit. The harder you worked the greater your potential for reward.
Lots of people came, lots of people became wealthy, most by following the rules some by creating short cuts. But soon the "legal immigrants became restless, and with the combined power of the masses of "undocumented immigrants" began to overwhelm what had been the dominant culture. Oh Crap! All the immigrants became de facto undocumented and illegal because you couldn't tell them apart. Civil disorder reigned, militias formed.
A large group of these illegal militias banded together in an old church and had it out with the legal authorities. All the militiamen were killed, but became martyrs at the mission known as the Alamo.
It's ironic that Texas a monument to the power of illegal immigration should be in the middle of today's fight. All those illegal immigrants from: Tennessee, Arkansas, the Carolinas, Kentucky, Ohio, Pennsylvania, and all those heroes and villains. Is it racist because the whites prevailed, or is it perfectly okay because the winners get to write the history books. This was 170 years ago really a blink of an eye.
Bring the J back to Tejas, or embrace and build a future its all of our choices, but we can't escape history and we don't want some Bubba or Gordo getting all steamed up to start a race war.
Just remember, a little bit is better then nada, and together we'll have the whole enchilada!! Don't be greedy brothers and sisters.

B) Are you really suggesting that the fact that Americans, as individuals and as a nation, have behaved badly in the past means that the country is not entitled to establish and enforce immigration laws? Controlling your borders and who goes in and out of the country is one of the most basic, fundamental, defining characteristics of a sovereign nation (any sovereign nation).
C) Someone, anyone in this discussion please point me to any other country on the planet that welcomes people who cross its borders illicitly and officially, as a matter of policy, allows them to stay, work, and make a life in the host country. Please. Anyone?? Bueller?? (Crickets ....)

And yet, if your husband had gone to any ED in the country with his injury, he would have been treated. After he received the treatment he needed, he would have been expected to pay for that treatment if he could afford to, but, if he wasn't able to pay, the bill would have been absorbed by the hospital and the taxpayers. Don't pretend you aren't aware that many people get free medical care in the US every day, regardless of their immigration status. There is no hospital in the US that checks immigration status and refuses people necessary treatment because they are undocumented. As you state, he chose not to seek help.
