Because Trump is not a leader. He is not interested in modeling this recommended individual mitigation to save lives.

Donald Trump tells aides wearing a mask would 'send the wrong message' that he is concerned about health not the economy after claiming he really did wear one during mask factory tour

His motivations for not wearing a mask are unworthy of a leader. Nancy Pelosi correctly observed that it is vanity, and the various concoctions dreamed up by his aides, such as "he's worried it will send the wrong health message" are so absurd as to insult the intelligence of all of us.
It's interesting to note that Trump himself is often honest about his self-centered reasons for doing things. His behavior at the Ypsilanti Ford plant is a good example of that. Rather than comply with the Michigan AG's letter, or show solidarity with the mask-wearing executives following him around, he decided basing his actions on his ongoing petty grievances with certain reporters was more important.
Granted, AG Nessel had to know her "petulant child" comment would ignite his rage. She did prompt him to display his penchant for using the powers of his office to attack people who knock his enormous ego, though.

I believe that Trump's increasingly transparent narcissistic drive is evidence of his dangerous decline into a psychopathic rather than sociopathic state of mind. Even when confronted with 90k+ deaths he is self focused and without compassion or empathy.

If he makes any action now to suggest the pandemic is as serious as it's been portrayed, how could he explain his repeated dismissal of warnings and signs of impending disaster for months? He can't. What would he say? Whoopsies, there goes the economy and thousands of lives?

Thanks for the article!
My representative, Don "Beer Virus" Young, proudly posted images of himself and scores of unmasked veterans and citizens gathering to commemorate Memorial Day. The lack of leadership is appalling and embarrassing.
