They are trying, but it appears to already be failing. Italy and Europe in general are very used to open borders and freedom of movement. China, being a communist country, is more poised to enforce this kind of thing I think. I don't see how realistically there is going to be any success with this. I was all over that area of Italy last year - makes me wonder what would have happened if we ourselves were there when this started. Would we be stuck in the country indefinitely?
