I finished my LPN-RN program from Carleen Health Institute. I took the NCLEX under New York state board and passed the exam. I'd been waiting on the license a couple of weeks and decided to call NYbon, was told the school is under review - hence they would not be issuing any licenses till the review is done. They also wouldn't give a time frame. Does anyone have any idea how long these reviews usually take or what could be done in situations like this?

Education Law §§ 6905(2) and 6906(2) require that an individual must have received an education in accordance with the Commissioner's regulations in order to obtain licensure as a registered professional nurse (RN) or licensed practical nurse (LPN) in New York. The Board of Regents amended the Commissioner's regulations (8 NYCRR §64.1) on an emergency basis effective April 18, 2023 to allow the Department to reject out-of-state nursing programs approved by the licensing authority of another state if such nursing program or any part thereof is determined not to be satisfactory to the Department. The Regents item and amendment are at https://www.regents.nysed.gov/sites/regents/files/423ppca1revised.pdf.
In accordance with the amended regulation, the Department has reviewed documentation regarding the following nursing programs and has determined that the nursing programs named below are not satisfactory for preparing applicants in these professions:
Siena College/Siena College of Health, Lauderhill
Sacred Heart International Institute, Fort Lauderdale
Quisqueya School of Nursing LLC (“Sunshine Academy”), Boynton Beach
Med-Life Institute WPB LLC, West Palm Beach
Quisqueya Health Care Academy, LLC, Lake Worth
Palm Beach School of Nursing, LLC, West Palm Beach
Education documents, including Form 2 and transcripts, from these institutions will not be accepted for licensure in New York. Transfer credits from any of the institutions named above may also be rejected. Graduates are encouraged to consider this determination before applying for licensure in New York. We discourage applications for licensure from graduates of these programs because application fees paid to the Department are non-refundable.

Florida allow those schools to either (1) finish the remaining classes( for those who are almost done) within a stipulated period of time (2) transfer their credits to another school if they(school) can not meet up within those stipulated period of time.
Will this law that takes effect from April 18th affect all the students that went to some of these NON-SCANDAL schools passed their NCLEX but their licenses being put on hold by NYBON ?
Every state have there own standards and can dismiss according to education requirements. Florida will allow students to take exam because that's the state school is locates. Any state can deny an application or endorsement. Schools in ny dose not take credits from institutions that are not a college or accredited. Most private schools in Florida are non transferable.
I would suggest calling NYBON to see whats the hold up. They don't take long to issue license once u pass.
Called Nys Board of Nursing today and was told that ALL Florida Schools have been placed on Hold for Education Review and until investigation is over just an FYI Folks.

so basically NYS BON is only accepting Florida nursing schools that are listed on florida's DOH list has being Accredited( nationally) if the school is listed as Approved(its only good for Florida) and Probationary( no good at all ) and if your florida school is not on the list you should call florida DOH to find out what it going on with the school

Totally don't agree with NYS approach, there's no reason they should withhold people score nor licenses if their schools weren't involved
I am not in a nusing application processing status as a student but more so the adminstrative side processing of said applications.
and know that we have several thousand emails some as old as June of 2022 that we are still in the process of responding to it is hard. now I am not saying I don''t understand your frustration. but thorough reviews of things takes time.. as far as the school being approved for you to take that test it may have been then but we as the board or any board have to look at the status of a school in present day time of when an appliction is being processed or a score is being recieved

Betsy Devos milked the system for all she could. If you are not 100% on board that ALL nursing programs need to have programmatic accreditation you may rethink getting on board
(Agree with you on Devos.) I agree that accreditation doesn't guarantee a great nursing program...however, it sets some guardrails in place - and they would have been useful for these nurses from these Florida schools.
i_anniemd_rn said:Yeah, they will most likely void the test. I'll be able to work in other states besides FL....just not NY (so far they seem to be the uptight ones). Its just unfair that they accepted my application...knowing where I went to school; took my money, knowing where I went to school. They allowed many of us to test and PASS KNOWING WHERE we went to school. The gag is, it still states on their website that they accept approved nursing schools.
After passing, I stopped studying, so now I'm having to get back into the groove before I go through the reapplication process with FL.
This is just so devastating.
It ticks me off to know that at the height of COVID they wanted anyone and everyone on board working... students halfway through programs and all. They had no legit anything...
@maria30 unfortunately, I've been calling them every Tuesday and Thursday since May 4th. They have no response outside of "We don't know" "Its under review/investigation"....
Yes, this is pretty crazy. NY is not the only one investigating. California BON is also very strict and people from my school are getting licensed there. The Cali BON had initially placed those people on hold but eventually cleared the school and now people can get licensed. NYBON issued att for a classmate but is telling her they might not issue her license and not issuing for others who applied after her. The whole situation is really crazy. They said they want accredited schools. My school is now national accreditation but they are still making it impossible.
i_anniemd_rn said:@Maria30 Facts. No lies told. Based on this post alone, the first person started this tread back in March 2022. I know so many students from FL who have gotten their license with NY since. All the sudden it's a no go or until further notice?
It sucks that I couldnt even celebrate because the wait is real. There should be no reason after passing 3 months ago, Im still having to purchase Archer to study and keep up with lectures.
This hold feels so illegal. @Maria30
Yes. It's completely not right. Cause there not hold the ones with fraud to the same standards. But they know students aren't going to argue it so they get away with it
i_anniemd_rn said:Yeah, I heard Cali, was starting to get the ball rolling. This is crazy for real
I need a petition or something at this point. This is ridiculous
NY IS Doing alot of wrong things and put people on hold
Ponteh1847 said:@Maria30 I'm going through the same thing. After passing my NCLEX through Hawaii, trying to do my endorsement ,my school call me telling me that NYBON will not give you a license " because lots of students are failing the NCLEX, you should be happy another state give you a license". I went straight into depression mood. After telling all my friends and family, and co-workers I have passed my NCLEX now I can't work in NY. I call the NYBON and they keep telling me that the school is on probation and first off all it not accredited it approved, so I ask why your give me a LPN license from this same school a year and half go? She couldn't answer that question. My boss keeps asking me when will I get my license and I don't know what to say cause it is really embarrassing. ?????.
Your school obviously isn't telling the truth, its not because students are failing. They fail everywhere. It could be do to them being on the list of schools there investigating right now. Also I don't know why your school would tell u to take it in Hawaii when u wanted a license in ny. Hawaii has a lower score to pass, and ny is very funny with certain states

If you didn't get a notice to surrender your license then you don't have to worry about it right now. If you did get the letter and are still working then it's only a matter of time before they revoke your license and proceed with disciplinary action.
