dear scholar:
we have not sent the email/letter you are expecting regarding who your analyst is or logging/accessing the payment system. this information will be coming shortly and there is no need to contact us regarding this. once we have finalized everything, you will receive an email from your analyst as well as information about the payment system. at this time there is no need for concern that you have missed or did not receive this information.
I am not trying to get your hopes up, but after reading your posts about the payroll system being down I grew concerned because when I logged on to the payroll it did not show a posting yet for October (it usually shows by now). Anyway, I contacted my analyst (first by email, then by phone and when I did not get a reply to either, I sent another email)....when I logged on again, after my second email, my payment for October was posted in the history....so I am hoping it will be through early next week. Like I said, I cannot say how it will be for you guys cause you are new and it is your first payment....but mine is showing so I hope you get your money soon too. I totally understand about the rent/bill thing because I have things drafted on the 29th for this check....I also made that clear to my analyst.
I've been trying to reach anyone who could tell me about the subsidy payment (and if my school has submitted an invoice) and it is impossible to reach anyone. I'm starting to get worried. Its two and a half months after school started and while I know free money is free money, we need it as promised the end of October.
Has anyone else reached anyone at HRSA about this?
Jennifer
I received an email from Y Joyner today and she told me that we were responsible for repaying our own loans, even if they were taken out this semester for nursing school. Maybe I'm an idiot for thinking they'd pay it, but it's really frustrating! She said they only pay the balance after scholarships, grants and loans.. so next semester, should I just deny all the loans and let HRSA pay? ugggggh. so irritating.

Anything else on the stipend, anyone?

Well the invoice instructions clearly state to invoice hrsa all fees less other grants received so what should happen is that HRSA should pay the loan amt to the school and the school will pay you. That is HRSA's directions sent to us to give to the school.

this is what i received when the original tuition payment paperwork was sent,
please note that if you are submitting us your tuition invoice, it needs to include your semester tuition and list of eligible fees on a school letterhead. if you are receiving other sources of financial aid such as grants and scholarships, please list them on the invoice and deduct the amount from the total. nsp will pay the remaining balance. if your entire tuition and fees are going to be paid by any grants and/or scholarships and the balance is zero, your school does not need to send us an invoice for that semester.
if you have taken out any loans to pay for the semester tuition/fees, they do not need to be documented on the invoice as they will be paid back. i do not know why they told you something different!

So I have been on the phone with HRSA for 2 hours getting transferred from person to person demanding answers. Here is the person that knows the info: Celia Gabrel (301)443-3872. If you have nay questions, this is who to call to get accurate information. According to her, the payments have been processed and sent to the treasury department to be dispersed but she did warn that it could be the 7th of November before they are actually deposited into our accounts. Who knows if this is the "real" truth or not, i have almost given up on trying to figure out what those people are doing. One more way that the government is screwing with regular people's money. Call and complain if you wish, just thought I would share the fruits of my labor in tracking down the "top dog" if you will.
