And by "the student", you do mean you correct? 99% of programs in the US(even the "bad" ones), will not accept you unless you are eligible for return from the previous program. Even if you travel across the country, they'll see this incident. It's one thing to fail out of a program, it's a much worse thing to get expelled from one.
I know of someone who was "kicked out" for failing a clinical and not meeting clinical standards. She was basically bullied out of the whole program but petitioned again and again and again to get back in and was finally reaccepted after a few years. I am not familiar with the previous posters notion that one would not be elligible at any other school. Either way, if someone was cheating it generally is a big big issue but everyone does make mistakes. Live and learn...big question should be does that person really want to be in nursing school if they cant put the study time in to feel comfortable without cheating? The thing with nursing is it is a profession of TRUST. This is why academic dishonesty is taken very seriously. Wish all of you the best.
The individual made a couple of bad decisions here:
1- They didn't study enough to feel confident.
2- They had a cell phone in the classroom during a test.
3- They had a cell phone on their person during a test.
4- They had a cell phone on their desk during a test.
5- They used the cell phone to access pertinent information during a test... not only does this show a huge deal of dishonesty and disrespect, it shows an extreme flaw in their judgement.
This is nursing school, not 7th grade.

If a person gets expelled from a nursing program for academic dishonesty, what are the chances fo being accepted into another program. The teacher saw a cell phone on th desk but the screen was locked and blank after passing by she came back and asked the student to open the phone and it showed the student had opened the browser with information for notes relatd to the test.
