Need to get ahold of the California BON r/t license endorsement. Have tried emailing with no response, and tried calling for 3 days now. Every time I call it says call volume is too high and to try back later. Tried different numbers and even the number to report nurses didn't work -_- can someone give me some insight?

I had an issue about 18 months ago regarding my license renewal. I could contact anyone there either. I was planning to have to drive up there to get my issue resolved. I paid and my credit card was charged but my license renewal still said pending. I emailed the BRN webmaster( I found the email somewhere on the site) and I literally got emailed back in 2 minutes( I still have the email I sent and the reply and just looked at it) and my licensed was then active and received it in the mail in about a week or so.
Not sure what your issue is so not sure if this will help.
There is a parody of the Adele song Hello about how bad it is to get through the BRN in Cal.
I should have clarified I'm trying to get ahold on the LVN BON, not RN. I sent in the initial license fee certified mail and have records that they received it, but then they sent me another acceptance letter with a different file # on it. So I'm just as confused as can be.

The Board of Nursing is the Board of Nursing. Separate Boards (one each for LVN/RN) do not exist. A nurse is a nurse is a nurse.
Not in the state of California. You send paperwork for LVN licensing to a different address than RN. They even have separate websites.

Not in California. There is the BRN Board of Registered Nursing and BVNPT and the Board of Vocational Nursing and Psychiatric Technicians.

A BVNPT licensure by endorsement takes anywhere from 8 to 12 weeks for California to process. I wouldn't bother attempting to telephone the BVNPT unless it's taken longer than 12 weeks because they'll be rude to you for 'interrupting their day.'
If you still insist on calling, place robo calls every 2 minutes starting at 7:30am Pacific standard time. The office opens at 8:00, but you've gotta start the robo calls 15 to 30 minutes before they open if you hope to get someone to answer the phone.

I'm aware of the time frame. That wasn't my question. They sent me two different approval letters.
