Well actually I did cry :-( My Dad's 75th birthday party is coming up in a month, he's been planning this party for the past year. The party falls on my weekend to work (the party is in another state), I submitted my request for time off as soon as my parents had the date set, which was a little over a month ago. About the same time I submitted my request one of the other two NOC nurses put in her resignation. After a couple weeks of not hearing anything back from my scheduler I sent her message letting her know how important it was for me to be off that weekend because it was for my Dad's b-day and since we lost my older brother 6 months ago I couldn't miss a family function now. Didn't hear anything back from her. Than the other NOC nurse put in her notice, leaving me the only full time nurse on that shift :-/. I could to work last night and had a denial note waiting for me. It basically said "due to the current staffing issues I cannot approve your request for time off" I am so angry. There are only two on call nurses I can ask to work for me and one of them has already told me she is busy. The other nurse is my last hope. I don't even know what else to do and I cannot imagine having to tell my parents that I won't be coming.. :-(

Really? That's kinda lame. My employer allows for each employee to request time off for one weekend/year. Any other weekend we have to trade shifts or find our own replacements.
After reading through this entire thread, I am so happy to hear you will be able to spend time with your family!
I also hope you really consider looking for a new place of employment. It seems your DON & NM like to play favorites. They may not be to happy you went over their heads. This is of course just my 2 cents, and some past experience with not so nice supervisors.

We know over a year ahead of time what weekends and holidays we will be responsible for working. The onus is put on us to make arrangements to swap weekends with someone on another weekend team (there are 3) if we need off for a certain weekend and it's our turn to work. I think this is an excellent way to do it- plenty of time to plan weekend activities without worrying about not being able to be off and plenty of time to find someone to switch with if it's a necessity. Takes extra work off of the schedulers as well, and as they are essentially us (rotating staff council who take turns making the schedule), no extra work for ourselves. No such thing as requesting off for our scheduled weekend unless we were part of the weekend only team (which was recently disbanded). I happen to like this policy, as it helps with encouraging people to work with those who need a switch, because someday it will be them needing the switch and they'll have a history of helping others working in their favor.
