I need a perspective:
Here's the issue: New hire, experienced/credentialized RN = ME
Work Culture: Exasperated Employees - all hating on the Boss
New Male Boss: states, "It's interesting, when you add a little sugar to the mix, it's makes it sweeter.
My Questions:
If this were said to a man, how would it be taken?
If this were said to a woman.........?
Should I report to human resources or let this ride?
No experience at all with this type of thing.

I have no idea what that would mean, except maybe he is saying that having change might make it better?
I don't get the connotation if any.

So saying your sweet is sexual harassment worth reporting to HR? I don't think so. I think you're blowing this way out of proportion.
Have you said anything to him? Have you told him it bothers you? The first thing HR will do if you report this is ask if you talked to him first. If you do go to HR, You need to follow the chain of command first.

I'm not going to insinuate that the comment isn't offensive because no one can say what personally offends you; however, i think you should take it up with your manager personally first.

What I took from this was him meaning that if someone brings positive energy it can create a happier work environment...?

I get it ... and I do find it somewhat offensive. I would go to him, directly, privately, rather than go directly to HR. Confronting him directly can send a stronger message than doing via HR.

It's a weird saying & could be taken offensively. But if it bothers you, you should go directly to him.

If this was said to me, I really wouldn't think twice about it.
Unless it was said in a tone that made me feel uncomfortable.
P. S. ... I can see why morale is a problem - he sounds like a real winner. Good luck with this one.

Maybe I'm naive, but that comment doesn't sound sexual to me AT ALL

Overtly sexual ... probably not. Uncomfortably sexist for the workplace - probably.
