The vast majority of state BONs will not issue licensure by endorsement unless you completed an approved nursing program. Therefore, non-graduates cannot obtain licensure by endorsement in most states.
Missouri is one of these states, as evidenced by your recent experience.
The only way to get around this conundrum is to return to school and complete an approved nursing program. Otherwise, most state BONs will not grant licensure.
I think he wants ideas, suggestions, or loopholes regarding how to work around this situation. Regrettably, there are no workarounds other than buckling down and completing a nursing program.I feel for you, but I'm not sure what your actual question is.
His non-graduate status is the problem. Graduating from school is the definitive way to correct the problem.
I'm still confused. How did OP obtain an LPN license in NY and why wouldn't that transfer?
In the past New York State allowed students enrolled in a RN school of nursing (diploma, ADN, BSN) to take the LPN exam after their first year of nursing classes, but before they graduated. At some point in recent past the practice was ended because it was felt RN students had not completed all required course work that covers the entire scope of LPN practice. Now all persons wishing to sit for the RN or LPN boards must be *graduates* of approved schools. There are a few exceptions, see:

Am going to assume it was under such a scheme that the OP was allowed to take the LPN board exam even though she/he didn't graduate from said program.
It seems while NYS will allow her/him a LPN license transferring out of state may prove problematic as the OP is not a *graduate* of an LPN school and if that is what a state BON requires, that is that. Only possible recourse would be to ask for some sort of waiver or being grandfathered, but not sure if one or both apply in Missouri or elsewhere.
She moved to be able to be in her grandchildrens lives and also had to get away from expensive ny. Yes more homework Rob could have been done but this is her current situation just looking for how to make it bethere should of won't help right now. I believe she was saying the veterans hospital doesn't ask for transcripts only the license things like this that will help her find work is what I am asking for from this community of professionals

It is true that the VA (and other federal agencies) aren't regulated by the states and don't have to abide by the rules/regulations of state agencies. The feds only require that individuals have a valid license in a US state, not necessarily the state in which the facility is physically located. Your mother would be able to work at a VA or other federal agency/facility with her NY license -- but nowhere else in Missouri, without meeting the MO BON requirements.

A NY state issued LPN license as a result of Non completion of an RN program in 2006, with 10years experience.
Relocated from NYC to Missouri to be denied a license to practice Nursing under the technicality non-graduate of a nursing program.
