As most of you know, I have been recommending initial licensure in NY for quite some time. And for those of you that did not heed the warning, you now know why.
New York is three easy applications only, next you take the NCLEX exam, then you get a hard license and can endorse to almost any state afterwards. Because of the requirements of the Special Credentials Verification for New York, you do not have to do any of the running around to obtain your documents. CGFNS will obtain them for you....after you sign the release and send them the money.
NY also requires two short classes that can be done on-line, one on Child Abuse, and the other on Infection. Both are available for about $15 each and take only one hour or so.
NY BON application can be found at http://www.op.nyed.gov. You only need to submit "Form 1."
The Special Credentials Verification can be found at http://www.CGFNS.org, as well as the Visa Screen Application.
Once you have received documentation from NY that your credentials have been received and approved, submit payment to Pearson-Vue for the NCLEX exam. http://www.perasonvue.com. They are the ones that will actually send you the ATT letter, upon approval of the Board of Nursing. Be aware that this ATT (authorization to test) is only good for ninety (90) days. You will have onlt that amount of time to get the exam done in, otherwise you will lose your payment and have to start again.

Most importantly, NY will issue you the license without a Social Security Number.
Let me clarify a few things. If you are overseas, then I always recommend NY for licensure. Average length of wait for approval is actually only 4 months. You still need the Visa Screen Certificate for immigration issues. And both can be covered with only one set of documents.............and just three applications, Form ! from the NY application, the CVS from CGFNS, and the Visa Screen Certificate application thru CGFNS. Why have to do extra paperwork?
I recommend Vermont if someone is already in the US and needs the exam completed as soon as possible for immigration purposes, such as getting an AOS filed for a change in status.
California takes six months on average to give approval, plus another month to get results, if you do not have a SSN#. If you decide not to work in CA, there are issues with trying to endorse, you can't until after you arrive in the US and get a SSN# issued to you. Most do not wait the one month to find out if they passed, you will not see your name on their website, as you will not have a license actually issued without the SSN#.

Anyone can do as they please and pick the state that they wish to use for initial licensure. If asking for my opinion, as well as others that are very familiar with this, all of us do not recommend CA for any foreign trained RN.
Simple as that.

I know that you have probably advise dthis before but would be grateful for input

Vermont is New York.
Vermont service center has jurisdiction over NY.

You still have to go thru the Visa Screen process, and unless you are planning to work in Vermont, or are already in the US and need to get your immigration things started for the AOS, it is not going to save you any time.
Vermont is not for everyone. Let others say what they want, but it is still time before Vermont will issue you the license, it is not done the day after you pass the exam, and it doesn't save you anything. You need to decide where you are going to work first and find out what their requirements are. For some states, being a foreign grad, will still require you to complete either the CES, or the CGFNS exam, so do your homework first.
Hi! Just wanted to share with you my experience with licensure. I applied to take the NCLEX with the Arizona State Board (CGFNS test not needed). The only delay was they needed a credentials evaluation service report (CES) from CGFNS. To get the CES report, I had to make arrangements for all my transcripts and local license to be sent to CGFNS. It took about 2 months for CGFNS to issue the report and send it to AZN. Took AZN about 10 days to give me the permit to take the NCLEX. I took the NCLEX shortly thereafter and the AZN state board sent my nursing license by mail to me within 2 days of taking the test. They issued the license even if I have no SSN. I only had to sign an affidavit (sent by AZN board) as to why I had no SSN (i.e., not a US citizen or permanent resident).
