As most of you know, I have been recommending initial licensure in NY for quite some time. And for those of you that did not heed the warning, you now know why.
New York is three easy applications only, next you take the NCLEX exam, then you get a hard license and can endorse to almost any state afterwards. Because of the requirements of the Special Credentials Verification for New York, you do not have to do any of the running around to obtain your documents. CGFNS will obtain them for you....after you sign the release and send them the money.
NY also requires two short classes that can be done on-line, one on Child Abuse, and the other on Infection. Both are available for about $15 each and take only one hour or so.
NY BON application can be found at http://www.op.nyed.gov. You only need to submit "Form 1."
The Special Credentials Verification can be found at http://www.CGFNS.org, as well as the Visa Screen Application.
Once you have received documentation from NY that your credentials have been received and approved, submit payment to Pearson-Vue for the NCLEX exam. http://www.perasonvue.com. They are the ones that will actually send you the ATT letter, upon approval of the Board of Nursing. Be aware that this ATT (authorization to test) is only good for ninety (90) days. You will have onlt that amount of time to get the exam done in, otherwise you will lose your payment and have to start again.

hello suzannei just want to ask isn't nclex-rn is enough for vsc?? i havent took the cgfns becoz i have applied to ca-bon. if this is the case what should i do?

for visa screen certificate you only need either nclex or cgfns not both. so as long as you meet all other requirements you should be ok :wink2:
hican i ask you one more thing that can i apply for vsc too now, i mean i have not got the eligibility letter from ca-bon yet for nclex-rn? i dont have ielts taken and nclex. but i m preparing for both the exams. so i was wandering to apply for vsc now to save time. m i right?

First I would like to thank you for the valuable input you have provided in this thread. I learned a lot.
I presently live in in a rural area in the USA, on a permanent residence status, with SSN.
I was an MD (a GP for 5 years) in the Philippines, then took Nursing as a second course, then left for the US without taking the Philippine Licensure exam for nurses.
I worked for 6 months as a medical transcriptionist, weighing my options (to take the USMLE? to pursue a nursing career? to explore MT options?). After getting bored with MT and seeing how that "career" is plummetting, I was left with two choices.
I decided to pursue the nursing path, with the hope that some day, I will be a clinical instructor, or be involved in research or health informatics.
After reading the whole thread quickly, I came to the conclusion that what I have to do is as follows:
1. Apply for CES for NY
2. Apply for NY Licensure
3. Take the NCLEX
4. Seek endorsement
Questions: Do I have to do 1 and 2 simultaneously? How long does it usually take for the NY BON to issue the approval? After getting the approval, does it have an expiry date? I feel the need to take the time to prepare for the NCLEX, and I am wondering if I will have enough time for review between the approval date and the NCLEX exam. For preparing, I am going to heed your advice about the Saunder's Comprehensive Review.
Correct me if I am wrong, but I am of the impression that, having my permanent resident card already, I will no longer be asked to take the English tests, unless the hospital where I will work specifically requires it. In any case, I already passed IELTS when I was in the PI, but the validity of my certificate has expired by now.
Though it is quite early to ask, since I would like to compile all documents and instructions, I would like to ask you how to obtain endorsement, so I can plan my moves properly. I am in a very tight financial situation, so I would not want to waste any money in going through all these.

Since you do not have to go the route of getting a Visa Screen Certificate, there are other options available to you. Where do you actually wish to work? You may just be able to get by with the Credentials Evaluation and the license fee plus the $200 for NCLEX. That would probably be your cheapest route, otherwise you also need to add in the endorsement fee.
Can you be a little more specific on what you plan to do? Or would like to do?

if i were you, i would apply directly to the board of nursing of the state where you want to actually live and work so you would not need to seek endorsement to that state anymore

Thanks for the quick reply.
I plan to work in Maine where I live. I have contacted the BON before. They require CGFNS and license from the country of origin for foreign nurses. I contacted the BON, explaining my situation, as I did not feel it was necessary to go back to the Philippines to take the licensure exam, and it would complicate my INS processing to do so. I was then advised to inquire with the CGFNS on what to do (they did not mentiona about having my credentials evaluated by the CGFNS; they just reiterated their requirements, and since that included CGFNS and a license from COO, I assumed I needed to take the CGFNS certificate, which also required that license).
I even had a talk with the HRD of the hospital closest to where I live (5-minute drive), and was told that they could not hire me for any health-related occupation that would make use of my skills without proper certification issued by the state, which is quite understandable as this field is highly regulated (would you believe I was even willing to take a job for CNAs just to get my foot on the door? But just the same, they needed CNAs, which are still certified).I was hoping they could direct me as to the quickest route to be eligible for hiring, but I was still left clueless.
For a moment, I even considered taking a short nursing course here just to get to that end. I thought of searching forums, as I felt such online communities will be more reliable and unbiased, and found this thread, then I figured I need not waste time and money for that, unless you will advise me to go ahead with that.
Can you suggest other options for me then? Thanks in advance.

That was my initial plan, but since the BON apparently shied away from a complicated (???) case like mine, was not at all helpful, and seemed so unwelcoming of MD-RNs (am I being paranoid?), I was left alone to solve my problem. With what I have learned so far, this NY route will be the quickest and most-hassle free way, and I think I can deal with that time issue.

I checked the Maine BON about endorsement, and it says there: "As of January 1, 2003, Maine is no longer a "walk-through" state for endorsements." What exactly does that mean?
