After promising that most K-8 students would be in schools in the first 100 days, apparently Joe is afraid to lead on this and has drastically scaled back that goal.
Instead, we're shooting for about half to go to school at least one day a week, by the end of April.

They are, you are correct. I didn't pay attention to the fact it was the Ways and Means and not the Oversight Committee.

Hunter Biden's recent Pod cast interview with popstar Moby (who met during addiction treatment) prior to latest indictment has the answer:

They're trying to kill me, knowing it would be a pain greater than my father could be able to handle, and so therefore destroying a presidency in that way.
This immense pressure is understandable why the President is seen so often with his son supporting him IMHO.

The lack of either a moral or an ethical compass is an affliction quickly consuming most of conservative politics. Once they learned that they could hold congressional hearings solely for the purpose of damaging the public image of a political opponent without any real ramifications, they stopped trying to even pretend that the exercises had anything to do with governance or actual oversight. The Bengazi hearings were a training ground.
Congress has been pretty ineffective since Republicans took control of the House.

Well, it's Fox News, so it's a given that it's poor journalism. It's also congressional Republicans trying to find ways to examine and discuss the email communications of a sitting president after their IRS "whistleblowers" conduct digital searches looking for the POTUS' aliases in a private citizen's Metadata. The Ways and Means committee would be the committee that deals with IRS, tax law and oversight. That's why they got involved in the Hunter Biden investigations. It would have been weird for Comer's committee to get that volunteered IRS data.
It's intentional. The purpose of the article isn't to provide insight, rather its to forward the flimsy and fragile claims of Trump's congressional team to damage Biden's public image. They can't have Trump voters thinking that Trump is the only corrupt law breaker running for the presidency.
