I am struggling to think of what would benefit the US healthcare but enrage a certain population. Any suggestions of topics?

Maybe it's just me, but I don't understand the question.
I'm guessing they're writing a paper about a controversial suggestion for something that would benefit the healthcare system in the US.

Population and resource equilibrium by mandatory killing of everyone who reaches the age of thirty.
Another idea could be that the person has to be fluent in the English language and be an American citizen.

Using more equitable and financially justifiably means to determine who deserves treatment/the extent of it. Ex...is it worth 15 million dollars to prolong a terminal life for a matter of a few months? Although I think this is likely like MSRP.... because insurance companies don't pay that... but it would be the value if someone without adequate insurance wanted the same treatment then they would get a big DECLINED from the hospital.

Perhaps based on viability of patients rather than age? I think this is where government would be the durable power of attorney, and the concept of a living will would be a simple wish list.
The laws, not guidelines would have to be written without exception and strongly enforced. Care would be based on resource available or allotted for specific treatment, and not cost. If not, those with more "wealth" would be able to "buy" care.

Yep but also with children. No flame throwers but children I think are often incredibly expensive to treat. NICU anyone.... that is really where my mind imediately went. They do not have living wills as minors. It applies to everyone though, young and old. I think viability is a very good marker. We look at viability in organ donation. That would reign in health care as a part of GDP in a heartbeat.
