So it's now Nebraska to handle ALL immigrant petition. I don't know what will be the implication. But based on my experience, among the four service centers, Nebraska is the slowest...

Hmmm... for what i understand. Not necessarily. It's definitely both Nebraska and Texas starting April 1. It will be diverted to Nebraska first but may/may not be shared to texas. The 2 will be sharing the workload for I-140 and other related petitons. So, Nebraska may receive the petition initially but not necessarily be the one ultimately deciding on it. To compensate, these 2 won't anymore handle other petitions like non-immigrant work permits, etc.. but rather CA and Vermont will. So, the service centers will be "specializing" on these certain petitons and it won't be anymore accdg. to what geographical jurisdiction you fall to but the date upon filling as a guide. It's going to be level-playing field for now on.
Did I make sense? Will it be faster or slower for everyone? We don't know yet. Let's just pray and have faith that it will be for the better. It's a good intention in the part of the USCIS. I hope it works.

it will be effective on april 1st. i think the applications received before that date will not be transfered..and will be processed by the same service centers...

There are already petitions that have been transferred to Texas from California. Several that I know have already received letters to this effect from USCIS. They were part of the backlog from last July and August in CA. They are trying to get those cleared up first.
i think vermont service center may (not sure) finish all petitions filed before april 1 then it won't accept anymore i-140 from there on. this won't be the same case for ca, however. many of the backlog petitions filed in ca are already being transferred to texas so this may be also be the reason why all other petitons starting april 1 will be diverted initially to nebraska because texas already has the backlog petitons from ca. nebraska may then choose to transfer/share some petitions to texas thereafter so that the workload is well distributed bet. the two. to compensate for the imported workload, texas and nebraska won't process the h1bs and other petitions anymore. so.. hopefully, no significant backlog will result as a result of additional petitons being transferred to them.
what i would like to know is why aren't there any official word from uscis on why ca service center had so long of a backlog from the beginning and why act just now?? after 9 months?? i know there are a lot more petitions for the ca service center because everyone wants to be in ca but i think uscis owe their clients some explanations on an official bulletin. hopefully, there will be one very soon.

Just received letters couples days ago from USCIS that my I-485 application to adjust to permanent resident status has been transferred to Teaxs... :S It said that Texas Service Center has jurisdiction over the case...
Signs... don't know what to say, since the last time, my lawyer made a mistake and caused my green card application got rejected, now after reapplied, my file was transferred to TEXAS...

What date was your petition filed? Yes, some petitons from CA were already transferred to Texas and they will be the one processing it now.

i have received an email from uscis informing me that my case (filed in ca last nov.2005) has been transferred to texas visa center since march 21 yet. i do hope that approval won't take too long.

My I-140 (Schedule A) was also transferred from CSC to TSC on Mar 22nd. I had a receipt date of July 7th '05 in CSC. I received an email from USCIS. Has anyone been issued a new receipt date?? I wonder will they treat the transferred applications as PRIORITY as we have been held up by the CSC for so long with no explanation.
