I am starting a new thread to track cases from NVC - embassy to GC.
The best news for RN in China, Phillippines and India has been great and informative thread, but I think it is more appropriate and convenient if we start a new thread.
Also with the rapid scheduling of interviews for most of us, I am looking beyond the CP and anticipating the GC!
The August interview schedules are out already in India, and recently in the Philippines and hopefully in China.

Hi Silverdragon102! I think her lawyer is telling the truth because in my case after I pay the visa fee bill of my dependents and checked the NVC via phone inquiry if visa fee bill were received, the NVC sent the DS230 but unfortunately when my petitioner sent my DS230 last December 2006 it was already retrogression, my petitioner scanned and emailed the letter of NVC w/c states as follows " We have received the documents w/c you submitted in support of an application for an immigration visa. However,as this petition is not eligible for further processing,we are returning your documentation.Please note that the beneficiary should not make any firm plans such as disposing of property,giving up jobs or making travel arrangements at this time.Petitions are retained at the NVC until the cases are eligible for further processing.You and the beneficiary will be notified when further consideration can be given to processing this petition. As this petition is time sensitive, it should not be submitted until you are notified by the NVC" My DS230 is still with my petitioner:sniff: The NVC will process up until the VISA FEE Bill only.
According to a few on here if outside the USA and petitioning then your file is processed up to DS230 and I have discussed this with my lawyer and I am affected by the retrogression also and my file has been completed to DS230 so once visas are released things should start moving

I have seen many that have had their DS-230 submitted since the retrogression started and they have received approval on them. They are just waiting for the visas to open up to schedule the US Embassy interview.
Not sure why you received this note, and why some have and some have not.
I got my approval from the USCIS since NOv. 21, 2006. My PD is Sept. 20, 2006. Then i heard nothing new in my papers. I tried to contact my lawyer but she told me that NVC will hold my file until it is time to immigrate. Then NVC will request the immigrant visa fee and I will be scheduled in Manila. No need to contact NVC unless my priority date is before 8/1/2002. But based on what i read here, it is possible to process my papers until DS230 approval. I was wondering how much would be a visa fee and would it make any difference if i would pay it myself if my employer dont wana pay for it now? or should i wait for my employer to pay for it when the retrogresion is lifted ( which is unpredictable). Hope to hear a response. Thanks and morepower.
Sorry, but you have gotten wrong information from your attorney. You only have approval of the I-140, there are more steps involved before you will be given an appt at US Embassy. The visa bill must be paid before they will even send the DS-230 to be completed. Then you need to get approval of the DS-230 and your file completed per NVC before you will be scheduled for an interview. You are just at the beginning of the process.
The visa fee should have been requested already. Your attorney probably has the bill, but the employer does not want to pay it until they know what is going on. We are seeing that alot lately. But visa bills continue to be issued and continue to get paid. If paid, you will advance quicker. If not paid now, you will have many more ahead of you in the waiting game.

My PD is August 2007, got approval on October 2007, DS230 was sent December 2006 and it was returned back to my lawyer because of retrogression, Suzanne04 am sorry but I haven't heard anyone in this forum who got an approval of DS230 after it was sent by November 15, 2006 onwards. Are there anyone in this forum who receives an approval of packet 3 after it was submitted by November 15, 2006 so I could have a comparison? So we would know if this is really the procedure of the NVC. Thanks Suzanne04 for sharing your ideas.:balloons:

Hi- anyone have any idea how long it takes for NVC to generate the visa bill which comes prior to the DS230? It feels like Ive been waiting ages for it.
Ive had approval of the I140 for a while and I know the NVC have had my details for some time. My attorney says we are just waiting to recieve the bill before we go on to complete the DS230....

They are returning it now due to retrogression because of literally no visas available and for those whose files were just sent to NVC they are not even generating the visa fee bill until there are visas available.
Some files sent to NVC before Nov. may have still been given the DS-230 forms and a visa number reserved when there was still visas available.
hi lawrence what about my case it was approved last august 16 and my attorney send me the DS 230 part1&2 and she already paid for my visa fee bill in septembet last year..and i called NVC they said that they already have my documents and gave me a case number and they said that it takes 2-4 weeks to completely reviewed my case but when i called them again last november they said that they cannot process my papers coz of no available visa..i just want to ask what if there is visa to be available again am i lined up for packet 4?
