That is now considered to be "high" for LVNs in southern CA since employers have been steadily decreasing pay rates for the past several years. When you look at job postings over time, you will now see ads offering LVNs $14 or $15 an hour. Couple that with the recent news reports of how rents are increasing in that part of the country and you will see that home health nursing is no longer such a viable occupation there.
I don't know the pay rate in the area that you live but I do know that a lot of PEDS cases are Medicaid and the reimbursement for these cases is horrible. For example a large HHC agency that is in most states in the US lowered pre-existing LPNs to $15 and RNs to $18 for private duty around two years ago. Other agencies in my area are only offering a dollar more, tops, some only willing to meet the $15 without benefits
PDN sucks. At my agency I got paid 25 as an RN on only ONE case. And depending on the day of the week ... less. But decent pay nonetheless for a new nurse such as myself. After they took me off that case and put me on 3 more I look at my paycheck to see that I'm now being paid as an LPN ... $18 for 2 cases and $20 for the other.
Point is if they're not paying an RN correctly they're not paying you correctly either. I suggest to stay away from PDN and home health.

So I went to an interview for peds home health and was offered a position. I have not accepted because the pay rate bring offered is $17/hr. I haven't made that since before I was an LVN. I'm in the DFW area and I'm wondering if that is typical pay for a HH LVN.
