Are you joking??? Look at any inner city school system and the graduation rates of those schools. Look how much money is wasted on the DC public schools and look at the graduation rates.

For people with pre existing conditions, food and shelter are far easier and cheaper to obtain, than health care. JMHO and my NY $0.02.
