update 1:
on june 6 dos ammended their june visabulletin by adding a new category for nurses (schedule - a) and making it as 'current'. that means, all wait is over for nurses now and gates are re-opened officially on june 6th.

as the regular readers of allnurses.com know, this thread can be connsidered as the continuation of the thread "worst news for rns from india, phili..." (click here to view that thread : https://allnurses.com/forums/showthread.php?t=87149). worst news thread was started when darkness and gloom hit intl. nurse community when dos announced (dec 11 2004) the retrogression for nurse immigration from these 3 countries.

its official now! president george w bush has signed the
appropriations bill in to a law :biggringiand henceforth , at
this very moment (may 11 2005 8:30 pm cst), additional 50,000 visas are available:melody:
for nurses:nurse: and their families.

Note that any Schedule A applicant will first be eligible for a visa number under the traditional Third preference cut-off date. "EX" visa numbers may be allocated to all Third preference Schedule A applicants from all countries, including China, India, and Philippines, only if their priority date is beyond the established Third preference cut-off date or if the Third preference category is "Unavailable". The "EX" category is CURRENT, and will remain Current for the foreseeable future.

Cut of date is the date establised when there is retrogression. Since in the July Visa bulletin there is not cut-off date but UNAVAILABLE for EB 3 worldwide.
The July Visa Bulletin indicates that those who have earlier PD's can eat up the EB3 numbers if there are still any before they slice up the 50k. So the analysis of some lawyers or AILA is that the Schedule A will have a bigger share that would be more than 50k because they will exhaust the visa number from the EB3 first before they go to the Dessert "EX" of the 50k sweetness!
Alot of questions running in my mind of how the DOS Visa Office would distribute this or how would they be able to sort things out. At least as indicated by Dhel things are moving up from other consulates so maybe the people from NVC knows what is the definition of "Schedule A" by now!:rotfl:
For example in October 1, 2005...the first quarter of the U.S. Fiscal Year would start again and DEFINITELY there would be visas available again...Can the other EB3 Schedule A who are going for AOS eat up again the visas from the regular EB3 if suppose they met up the cut off date established in the visa bulletin? The big question is that while NURSES are getting notices from NVC or consulates there is no clear picture for the "EX" category.
But i don't personally care as long as these visas for nurses are getting processed...and their pretty faces are moving for interviews!

I contacted them after the visa bulletin was updated and there was a schedule A listed there and all three countries became current. I noticed the news on the US Embassy in Manila. It was even before the change of the bulletin. I just couldn't believe that people who work in the US consulate in China don't even know it! If it is the polictical reason, they should have simply told us that we are not allowed to go to US, thus, we won't waste so much time waiting here. We could at least consider going to someother places first. But there is still another possibility that we might be informed of the interview at any time presently which prevents us from going any other places.Things just become so strange! US govenment said they need us, the consulate won't let us go there. Are they on behalf of the same country I wonder?
The US consulate in China finally noticed that there is a schedule A worker to whom we belong. But they also said that theystill need sometime for to process our cases. According to the FAQ on their website, it may last 3-4 months for them to process a case even when the priority date is current, which means there might be something else comes up and another bill needed and we have to trouble Mr. Bush again to sign a bill into the law to let just Chinese nurses to go there which is never gonna happen.

hi. no use of june because it has been posted when nurses were in retrogression wail for july should be out anytime bye /some nurses have already got their nursing board letters for (application forms ) for scheduling for nclex ie things are moving good day

My case in chennai consulate... I have that MDRXXXXXX number also. What would be the next step from consulate as usual procedure???
Any clue.. Are they going to send me an appointment letter? And is this is called packet 3?
