Flags are protected speech. Bomb threats are not.
Still unclear what point you are trying to make. Protestors often say stupid, offensive or infuriating things. They have that right. Bombings, physical assault, vandalism, etc. are all actions, not speech.
I think more training is indicated.

Have you seen this portrait of the king? I think it's kind of weird. Red is such an interesting color for him to choose. It immediately made me think of The Scarlet Letter with red reflecting the adultery and immorality.
