Hello,
I will be sponsoring a student nurse beginning next school term. She has already been accepted to the University and I have arranged for payment of all school fees, books, supplies etc.
I am intereseted learning what the average student nurse would be required to spend on living expenses. She will live alone in an apartment. I need to negotiate a stipend to cover rent, utilities, food, transportation, phone, personal expenses. What would be a reasonable monthly allowance?

I am assuming you are part of an organization that sponsors nursing students.

Most scholarships do not include living expenses and the scholarship is considered a gift. When one give a gift there is no negotiation needed.

Is that a scholarship?
Tuition fees usually varies from 20K to 50K during the first 2 years (freshman and sophomore years), 30-70K during last years. It really depends on the school. Books, probably 3K - 5K every semester.
Apartment depends on the location...provinces are cheaper. In manila it ranges from 5K to 20K a month. Some apartment asks you to deposit twice the monthly rental and one monthly rental advance.
Utilities like water and electricity depends on the consumption, if she will be living alone then 1K for a month will do. But if you want her to have an internet connection, DSL + telephone line cost 1K per month.
Food probably 50 - 100 per meal that is 150 - 300 per meal 4.5K to 9K per month.
Transportation depends on the distance from the apartment to the school. Get an apartment that is near the school or a jeepney ride away from school.
Phone or cellphone, 1K for a month load will do.
Personal expenses will cost you more...2K is enough. Depends if she loves the mall.
US$500 / month is good enough.

I might be naive, but I thought the original poster was going to sponsor someone in obtaining their education. What does a person's shopping preferences have to do with nursing school??
Maybe I'm missing the bigger picture...

Depends on a lot of factors. Will she be studying in Metro Manila? Renting an apartment by oneself is expensive. You're looking at maybe P10,000 just for monthly rent. Better to have a roommate in my opinion.
Food can cost P250 a day if she won't cook.
$500 monthly max.
The apartment and whether she will cook or not will be key.

HI Theo maybe I can help. Why don't you give us an overview of the location of the student you'll be sponsoring. So that we can give you an estimated expenses that might help you. How are you related to the student?
You see, I was also sponsored my an alumnus of my school. I was in 3rd year then. The money is supposed to be given to our Dean's son for his medication but instead she asked him to sponsor me instead. My tuition fee was sponsored for just one sem but that's alright. It was a big help for my family. Now, I'm a nurse and will be finishing my 2 year contract in one of the hospitals in Makati.
Now, if you don't know the student completely or want to make sure that right tuition fee is being paid for, you can try asking the university how you can send tuition fee through their account. If you prefer the student to pay for it, then go! Tuition fees varies on schools and increases every semester. It's around 30-50 I guess but really depends on the school. Same as the previous post, flat depends on the location. Like here in Manila, it is quite expensive. To ease the expense, like my other former classmates, they share a flat with their classmates. In that way, it lessens the payment. If she's in Manila, maybe it's around 10-20 thousand. Books are expensive! The cheapest book I bough was like P300. If she's in 2nd-4th yr, one book of MS or Maternal and child will cost at least P1000 plus. For her uniform, depends on the school. Some school have alot of uniforms like me. hahaha...
Food, maybe 100-300 a day (100/meal is quite expensive already). Regarding transportation, it's better if your student just rent a flat near the university so that it's just a walking distance.
Regarding malling, trust me.. If I were you, I live that to your student. It's a matter of helping her and at the same time teaching her how to save money for her wants. What your giving her is enough.
Oh, and don't forget to keep track of her grade.
