i just saw the good news in july's visa bulletin. Congradulations to all of us!! I have a question to ask here. According to the hospital immigtration attorney, my petition I140 will file in early July. However, some people here said, the retrogression will come back in October. I have started worrying about my case already. I140 normally takes 3 months to approve. But if retrogression comes back at that time, I wonder what will happen to my case? Any comments??
Hi guys, if you already have an NVC case number, does it mean that your application in NVC is completed and your file is already in the embassy consul?
No it doesn't. It is a way of keeping track of your file. Currently (from reading on here), NVC will not issue visa fee bill and request DS230 until a visa is available for you
If you are just at the beginning stage such as at the filing of the I-140 stage, I would suggest that your petition be filed using the premium processing so that by July, you got it approved (or denied). If lady luck strikes, you could be one of the many who could be interviewed.This 2+ month window is also good for those who are already in the US and are changing their status. It will help them get an EAD, even if retrogression kicks in again in September or October.
There are so many ways to skin a cat, but there are only a handful of ways to get a "visa number".

I think with premium processing you have to do it when you put your application in not a few months later. Plus not sure if they are still doing premium processing at the moment. Nebraska is taking anything up to 9 months

Sorry, but 100% incorrect in all that you have posted on this topic, not sure where you are getting your information from, but it is not correct.
I-140 is just the beginning stage, and it takes about a month if not longer for the attorney to get the documents that need to be submitted with it completed, it is not something that can be done overnight. This I-140 is specific to the job, and requires documentation that the job was posted for a certain amount of time and that the facility was unable to fill it, plus a special certificate if the hospital is covered under a union, etc. Average time for that is more than one month. The I-140 is only the first step, then there is the visa bill that is sent and needs to be paid before they will send out the DS-230. There is no premium processing for that. And that takes months to get done, so paying the premium fee does not help nurses in this case. There is no way that anyone that is just starting the process will get an interview, not even a faint possibility.
The retrogression is still in place. And the dates in the July Bulletin are only good for July. H1-B visas were expected to be available for a couple of weeks and they were gone in hours.
And for those that came to the US on a tourist visa, they have to be in the US for 90 days before they can have the I-485 submitted, and that is what needs to be submitted so that they can stay. Again, if their I-140 was not already submitted or is not ready to be submitted on July 2nd, they are not going to have much chance.
Visa fees are increasing 80% at the end of July, so there are going to be more delays on the side of the agencies in many cases.
hello...sad to say, I'm still waiting for furher notice, but I e-mailed my agency in US that they have forwarded it including my police clearance from Singapore. The thing is, as what they have told me is that they are experiencing quick responses with NVC files beng sent to to the US embassy. So far, I hold on to this, otherwise I'll go insane everytime I called NVC...aren't they updated? what about you? Are you already documentarily approved/qualified when retrogression strike? things are never easy for me these days..:

My PD is Nov 2005 so it will be current on July. My lawyer mailed back my updated forms yesterday so NVC will be receiving it by next week. Hopefully they will process it fast. Last year it only took 14 days for NVC to process the DS 230, I hope it will be the same this year that is why I was wondering if you are already doumentarily qualified since your PD is current a month earlier than the rest of us.
