You need to contact CABRN for certain as that is a very long time and it's likely your file was destroyed as abandoned. I'm going to make an educated guess and say you must apply as a new applicant and hope you are approved with such a long gap. Are you a US graduate or IEN?
tried contacting CABRN but no response. no., ph BSN and just moved here in ca recently.

No response = do not move on until you clarify your position. I seriously doubt that you can sit for the NCLEX 8 years out of school. At any rate, you cannot move forward unless & until you receive a response from the California BON.
Do you have a US SSN? If not your application will automatically be rejected. Do you have an active nursing license in any jurisdiction and recent practice as a registered nurse? The evaluation for IENs by CABRN is extensive and many have been rejected due to a lack of concurrency in clinical and theory (must submit passport, school calendar, RLE records, TOR and other documentation as requested by CABRN). If even one RLE such as a delivery or cord care was completed outside of maternal/child theory class semester it's deemed to not meet the concurrency requirement.
If you had a license and never practiced for 8 years CABRN would require a NCLEX-RN repeat. Didn't pass the NCLEX-RN years ago you most likely have to apply as a new and submit all credentials

My understanding is the BRN shred your application after 3 years so you may find you have no choice but start all over again
yes i do have ssn and been on practice as RN in UAE.

You should check with your school's transcripts department and see if they still are able to submit your paperwork to the CA BRN. Many PH schools have stopped keeping any sort of records or copies after 3-4-5 years.
If that's the case and you do not have official copies, then, you are probably out of luck of getting either direct licensed or via the endorsement process into CA.
You could take your chances but realize you'll be subjected to 1987 concurrency regulations that went into strict enforcement in Nov. 2011. Please also recognize that if the CA BRN rejects your application, you will have up to 3 year's to "complete" your application or lose the non-refundable application fees. If you graduated before 2004, you might be okay if you have the transcripts.

Could you please let us know your nursing qualifications and experience in your life as a nurse?
Tell that to some of the PH posters from this very forum who have found their PH schools does this, it's been posted by them and certainly for some, it's been longer than the 3-4 years, some are lucky after 6-8 years.
While I'm not going to archive search of about 5-6 plus others posting similar concerns of their schools not retaining any of the copies of cases and other minimum required documentation (you can read the many threads yourself, here's one recently by:
BY TalarossaRN, BSN, RN I applied to california by endorsement last nov 2014 and was just received a mail from them asking me of these additional requirements:
1. Cooy of clinical rotation schedule
2. OR and DR cases
3. Academic calendar
I am a graduate since 2008 and my school said they do not have those requirements and the licensing agency dispose records every 2 years. I practice here in NC as an ED RN but have to go to cali for my husband's promotion. What is a good option? Help!
