Really? I am curious to know why do don't like the idea.

I like what they are doing and love the little ones pics, glad they are able to help the parents through this difficult time.

...and that's 100% okay. I felt like if it didn't harm the kiddos, made some good memories for the family and made other people smile there was no harm in it.

Nah. You aren't. Well, actually I don't think it's messed-up per se, I just have exceedingly little interest in these types of things. I'd be the one doing some kind of nursing chores or rounds (hopefully in a different area) while other people are dressing up the babes and oohing-aaahing over them and taking their pics.
But I can appreciate that it may bring joy to some families and some nurses. ??

And I get that, I'm just not keen on using little babies as dress-up dolls, but as I said earlier I realize that's a view particular to me (and maybe a few others).

I can see that but I guess I come at this from a bias point of view. My son was born around Christmas time (many moons ago) and they brought him to me inside a Christmas stocking. After a brutal 20hr labor and then C-section I thought is was really cute and helped me in that situation. I guess not everyone would see it like that.
(Although in this case the parents were involved and choose to do this and picked the costumes).

Enjoy the photos of Children's Hospital of Philadelphia NICU/Infant ICU unit dressing up for Halloween.
Love the "Cat Lady". "Fondly" remember sleeping with those foam hair rollers as a child.
