The US Consulate in Mumbai published partial data on their advance copy of the May VB.
The Dept. of State will publish the whole thing on their website later on or tomorrow.
EB3 most other countries is March, 2006. EB3 India is Nov. 2001.

Please be very aware that until the US State Dept actually releases the Visa Bulletin nothing it final that any other government agency posts about it.
But for those from India, they are not back to those that started the process 7 years ago.
And things can change in an instant, as we have seen happen in the past.

I am guessing, the Dept. of State sends a copy to all consulates/embassies abroad. The Mumbai consulate is the only one I know that publishes partial information ahead of the actual publication of the VB by the Dept. of State.

it depends on uscis. kindly read the paragraph about employment-based on the vb. it's basically saying that if cis is able to adjudicate more, the dos will not be moving the dates as fast or as far as they can. if uscis won't be able to adjudicate as they should, the dates will keep moving forward.
there are lots if interpretation about that piece of explanation, as it is somewhat vague (as usual) but basically, it all depends on cis productivity and if dos believes them. what caused the july vb fiasco last year is that cis saying they can use up all visas and dos believing them but turns out that they can't and dos has to scramble to give away all the visas by moving dates fast and far. you will also read on that explanation that dos is already leary of it already and having doubts of their own.
no way of knowing for sure but to just keep waiting for the monthly vbs.
