I just wasnt to ask, maybe soembody can help me or at least give some idea.

I had 3rd year nursing for BSN program (1994-1997) in the Philippines.

Currently, I am an LVN in Calif.

Can I apply for RN exam?

The California BON is the only one who can answer that question, and they will probably need to see transcripts from your school to do so (assuming you meet all other requirements). They'll also want to collect fees for their troubles, of course. Did you finish the program? How did you end up working as an LVN?

It doesn't look good, but I admit that it's not my area of expertise.

Some people who have completed programs in the Philippines still have deficiencies. If you didn't actually complete the program, I can't imagine that you'd be qualified to apply for an RN license in California.

Given that a basic NCLEX requirement is graduation from an accredited program, I feel comfortable telling you that no, you will not be allowed to sit for the NCLEX-RN.

CA has an option for applying for the RN license as a "non-graduate". OP should investigate this on the BRN website and by talking to someone at the Board to see if they qualify to apply under this option. Although I highly doubt that it would apply to a "non-graduate" of a foreign program, it certainly would not hurt to inquire. All they can do, of course, is to deny the request. No harm, no foul for asking.
