In 4th sem, are you supposed to apply to BRN for exam by yourself or does school tell

Schools are accustomed to graduates applying for licensure in that state (and typically send all the graduates' info to the state BON automatically), but you're not obligated to if you have other plans. You can apply to any state you choose; you just have to make sure that your school sends your educational info to the BON in that state.

We are in Ohio and my friend is moving to Florida on graduation day, and the school told her just to apply there. You can print out the application online and send it in just the same as those applying for license in the state you are in now are doing. You shouldn't apply to the state if you are not staying there or working there.

Ive heard its easier to apply and test in current state and have transfered when u move..there are a lot of compact states ad well

It may well be "easier," but it will take more time (time to get license in current state plus time for endorsement to state you want to be licensed in) and $$$ (application fees for two licenses instead of one). Not sure what you mean by your reference to compact states -- that only matters if one happens to be living in a compact state, and doesn't make that much of a difference. If you go to school in a compact state and plan to move to another state, you'll still have to apply for licensure by endorsement in the new state (regardless of whether the new state is a member of the NLC or not) when you move.
