GA BON no longer accepting Excelsior education; Speak up Cont. Updates!!

I aM floored. I just received notice from GA Board of Nursing that they denied the endorsement of my MN RN license because I did not meet clinical practice requirements :confused:. When I called the board, they transferred me to a their Legal Nurse Consultant who stated that effective July 1, 2008 GA would no longer endorse RN license from Excelsior College students with no previous RN experience. She suggested that I go to my licensed state and work for a while then try again, but she could not give me a time frame.:banghead:

Has anyone else experienced this. I thought we should at least have gotten some sort of notice/warning before this type of rule be adopted by the board. I am going to file a motion for reconsideration using an Attorney. Before I entered Excelsiors program I called GA Board to verify acceptance. I had been accepted to a traditional LPN to RN bridge program; I could have been almost finished their too. I am so sad right now. I have been crying for two days. I think I will need to see my doctor for Zoloft.:bugeyes:

I have been an LPN for over 13 years doing Med/Surg for at least 10. I work on a hospital unit right now. THIS IS SO UNFAIR!!!:banghead::banghead: :banghead:

Thanks strengthcouragewisdm for clearing that up. I had just went and looked at the endorsement info as well and from what I understand we just have to meet one of those requirement and we by graduating from an approved nursing education. :nuke: Yes...a little relief...but like you stated we still need clarification on this petition for variance rule thing.

Join us and the Georgia Nurses Association (GNA) at its annual Legislative/Lobby Day at the State Capitol in Atlanta on Tuesday, January 27, 2009.

The time has come for Excelsior's nursing students and graduates to show their strength to Georgia legislators. This is an important opportunity for Excelsior's graduates and students to be seen and heard. Although the Georgia Board of Nursing on December 19, 2008, reconsidered the impact of its earlier decision and has agreed to provide our graduates with licensure opportunity, on a case-by-case basis according to certain criteria, a long-term legislative solution is still needed.

While many Excelsior students and graduates have contacted their legislative representatives over the past 6 months, continued efforts are needed to assure access to quality nursing education and RN licensure in Georgia.

Meeting with legislators during the Legislative/Lobby day will help support the passage of proposed legislation providing for long-term licensing opportunity in Georgia for you and others.

  • Secretary of State Karen Handel will address participants.
  • You will have opportunities to meet with key decision makers throughout the day.
  • We will provide you with information about legislative sponsors and key supporters you may meet while at the State Capitol.

Also, what is this case by case basis that they are referring to in the first paragraph? If you entered the program by July 1 2008 and finish in the deadline can't you apply for endorsement? Has anyone applied yet or does anyone how they are going to decide on a case by case? If I graduate in the deadline and pass the board and apply through another state isn't that enough?

Here is the latest from the GA BON's web-site....FYI. EC says let them figure out how to repond to the rules before we apply for Endorsement. I am tired of waiting!! I am applying and if I have to do it again, so be it. I will let you know how it goes.

this is the latest email from ec. there is much vagueness on the bon website for certain. i think a bill that provides a permanent fix to out situation is in order.

on tuesday, january 27, the georgia nurses association is hosting a legislative/lobby day at the state capital in atlanta. it is critical that we have a large representation of excelsior students and graduates in attendance so that we can be seen and heard.

last summer, the board of nursing took away your ability to become an rn in your home state. on december 19, the board claimed to have reconsidered this decision and said persons graduating after july 1, 2008 – but before august 1, 2010 – could apply for a petition for rule variance or waiver to be licensed by endorsement.

this process is anything but citizen-friendly. it is unclear and complicated. what little guidance the board has provided forces applicants to interpret for themselves which sections of the georgia board of nursing rules apply to their individual situations. the board has not offered to excelsior or its students any meaningful assistance in determining the appropriate steps to follow. since the board is ultimately responsible for conducting the license application process, this information must come from the board or the board’s attorney.

we are seeking to have legislation introduced that will retain your ability to become an rn in georgia. but unless we make our voices heard and faces seen by legislators, they may think that the board has provided a solution that does not require a legislative fix.

please read background and support for proposed legislation (pdf) for information about the purpose and intent of the bill. we hope to have a number assigned to the bill by january 26 and as soon as we do, we will let you know.

Forgive me, but you people are looking at the wrong end for action. The trend has started for the State's educational protection movement. They are not idiots, and are not going to let technology destroy their biggest money maker: especially in the Bush Depression.

Excelsior has an opportunity to share some of their easy income, although they were an innovator, or lose every last dime. The trend has started right or wrong, and Excelsior can yet again be an innovator in working with the States to offer THEIR students the greatest value possible. Or they can be fat, happy, stupid, and not give a rat's too-too about their students past and present. Its starting to look like the second scenario and just 'rope' some more while they are sinking.

But if not, be sure and tell them to send me $213,680 for consulting fees. Thank You!! :typing

i had turned in my endorsement application a few days before the boards posted a clarification on the web site stating exactly which rules were to be petitioned. i had printed out a rule wavier/variance form and did a generic petition...very broad. i wasn't clear as to which exact rule i was petitioning. anyway, once i saw the details, i called gabon and asked them how to rectify the situation. i was instructed to fill out another form with details and mail it to them with a cover letter advising them that there was a current application on file. here is the big deal....earlier in the year; the bon told me that they were not accepting endorsement applications from ec grads. i just checked my bank account and my endorsement fee as cleared. this means the application has made it there and has been accepted. i don't know if i'll get endorsed, but i didn't get the check sent back to me. i am already further along than before and it has only been about 2 weeks. i am feeling very hopeful... i will keep you posted!

You do have the option to work at a VA(Veteran's Administration) facility with your out of state RN license in Georgia and could gain practice hours/experience while preparing to reapply for endorsement....just a thought if you hadn't considered this.

I was worried on how I was going to finish the concepts and apply and take the CPNE which normally can be anywhere from a 4 or 5 to possible 8 month waiting list by May of next year to Graduate in June to get endorsed. She said just finish the concepts by Dec 2009 and we will be able to take the CPNE and graduate by May 2010. (If you it takes anybody that long). Georgia Licensure Deadline

As you know, the Georgia Board of Nursing voted to allow graduates of the Excelsior College associate degree nursing program to seek licensure as RNs by endorsement via a waiver process. To be eligible for licensure by endorsement you must graduate by July 1, 2010 and apply for licensure in the state of Georgia no later than December 31, 2010.

To meet this deadline, you will need to complete all program requirements by May 1, 2010 to be eligible for the June 2010 graduation. The Nursing Concepts examinations will continue to be available to students who currently reside in the state of Georgia. This limited extension is intended to assist you in completing your program of study without the additional requirements of the new curriculum.

Registration for the Nursing Concepts series will be available until December 24, 2009 with testing until December 31, 2009. The examinations will not be available after December 31, 2009. If you are unable to successfully complete all of the Nursing Concepts examinations by December 31, 2009 you will be required to complete the additional examinations, including the Focused Clinical Competencies Assessment (FCCA) in the new curriculum.

You will be able to register for the Nursing Concepts examinations online at www.excelsior.edu/examregistration and via phone with exam registration at 888-72EXAMS (888-723-9267). Should you experience a problem registering for an examination, call the exam registration line and identify yourself as a Georgia student.
