Clarification: Reciprocity vs. Endorsement

Once you get a license in the US in your initial state, and that means having a an actual license number assigned to you, you are free to endorse that license to another state. But not until you have the actual license number. When you take the NCLEX for CA, Florida, or other states that will not grant an actual license until you have a SSN#, you do not have a license to practice as an RN in the US, so therefore cannot endorse. They only give you a piece of paper that states that you have passed NCLEX exam, but it is not a license. They can verify that you have passed NCLEX for the Visa Screen Certificate, but they cannot verify a license, and that is what is required for endorsement.

Once you take the NCLEX exam, the exam has reciprocity. Meaning that you do not need to take it for another state, your score is accepted by all states.

To endorse, the exam score can be used, but that is only one part of the licensing process. Some states have language requirements, others have extra classes that need to be done, like Florida and NY. Each state can also set their own curriculum requirements, and it may be more stringent than what is required for the VSC. It is up to the individual state.

So, in this case, i have the letter from CA BON that i have passed the NCLEX, what can they do to it? Are they accepting it even if i dont have ssn and give me temporary license?

CA only issue a letter stating you meet requirements and unless you provide a SSN within 3 years your file would be destroyed. All you need to do is complete the verification form and pay $60 to CA to forward your NCLEX results to the new BON. Vermont as far as I am aware currently issue a license without a SSN however you may need a SSN to renew it. Unless you get a work or immigrant visa soon and a SSN issued I wouldn't worry too much about a license being issued as long as you don't loose your NCLEX results and maintain any CEU's that are required when your date is due for renewal a license can soon be issued once in the US working and you provide the BON/BRN with a SSN

I am applying for a license in NJ but I took the NCLEX from Ca

How can I forward my NCLEX results to NJ?

According to Ca BON, the other state should have a license verification form. NJ does have one but it is from their endorsment packet. Can I use this form (and then apply for license by exam + CES)?

Also, do I have to wait for eligibility from NJ before I ask Ca to forward my NCLEX?

Contact the BRN of New Jersey and ask them for clarification of the form, then you may want to contat CA BRN and ask them how you can forward your results to NJ. Good Luck

I called NJ BON, however, the person that I talked to would not listen to my questions/explanation. She kept saying that, if I do not have an SSN, NJ will not issue me a license. I explained myself... She put me on hold for 20 minutes. When she came back she still would not listen. She finally transferred me to an automatic recording. It took me two days to contact NJ and that is what I got.

I called Ca BON and they said that they would need a form from NJ.

Please, I need advice. I do not know anyone else to ask. My NCLEX results are expiring next year. Should I just go and apply for license by exam, complete the CES and then use said verification form?

If NJ wont issue a license with out a ss# and your results are going to expire soon you may want to find a state that doesn't require a ss# for licensure. It's a no brainer, forward your results there. It doesn't matter if you have your license or not, you still will need the ss# in order to work. Try contacting Vermont or New Mexico.

Looks like the lady on the end of the line in NJ already answered your question: NJ will not issue you the license without a US Social Security Number. You are wasting your time trying to forward your results to NJ because you will not get a license there either.

I think we need to be clear on whether you need a license or whether you are trying to safeguard your NCLEX results. If you are not already in the US with a valid work/immigrant visa and no SSN and you are stuck in retrogression then having a license isn't that important only safeguarding your NCLEX results are important. Once you are in the US with a valid work/immigrant visa and have a SSN a license can easily be sorted

It's best to go through the state that you plan on working in because you will save yourself a lot of money. Each state has their own requirements for foreign grads and even if you become licensed in one state and you want to endorse to another you may still need to meet their requirements for foreign trained nurses. Call the Ca BON and ask them to for an extension to hold your results, others reported here that they have been granted extensions.

If you license wasn't issued by one state (if it's pending due to not having SS#, or immigration status), when you are applying to another state do you do it by endorsement or first time license by examination?

I'm confused because everyone is saying that you can't endorse if you don't have a license, but you are not first time applicant either because you trying to transfer you NCLEX results.....

You are applying for licensure by examination - you don't have a license to endorse. It's just that after applying, you can have your exam result forwarded. So it's just the same as applying for the licensure by exam, but you already took it earlier.
