Clarification: Reciprocity vs. Endorsement

Once you get a license in the US in your initial state, and that means having a an actual license number assigned to you, you are free to endorse that license to another state. But not until you have the actual license number. When you take the NCLEX for CA, Florida, or other states that will not grant an actual license until you have a SSN#, you do not have a license to practice as an RN in the US, so therefore cannot endorse. They only give you a piece of paper that states that you have passed NCLEX exam, but it is not a license. They can verify that you have passed NCLEX for the Visa Screen Certificate, but they cannot verify a license, and that is what is required for endorsement.

Once you take the NCLEX exam, the exam has reciprocity. Meaning that you do not need to take it for another state, your score is accepted by all states.

To endorse, the exam score can be used, but that is only one part of the licensing process. Some states have language requirements, others have extra classes that need to be done, like Florida and NY. Each state can also set their own curriculum requirements, and it may be more stringent than what is required for the VSC. It is up to the individual state.

its easy and understandable, NO SSN NO LICENSE, BUT THEY WILL ALLOW YOU TO TAKE NCLEX.

It should go by where you wish to work, but you need to be aware that we are not seeing hospitals in NY petitioning anyone now.

My personal take would be to go for the CES and NM, you can always endorse to NY if you do get a job there. But the CVS is only valid for NY and cannot be used for any other state.

The CES is used by most other states.

I have a tourist visa. My auntie suugest that I should go there in california to apply for hospital that would make a petition in my behalf.

Is that a good advice or i should wait here in the Philippines till everything is ok. What are the consequence and benefits of going there in tourist visa while applying/finding job to have a ssn.

When applying for endorsement, is it okay to use my california address eventhough Iam here in the Philippines. I guess using california address of my aunt will help them sending the result even faster than sending here in the Philippines.

Your aunt is giving bad advice, things have changed in the last couple of years due to retrogression. You will not be issued a interim permit because you do not meet their requirements, you also need a valid work permit to get one and that just isn't going to happen. The US has been under retrogression since Oct 2006 and there is no way you can get to the US faster and looking at several years waiting. Currently we are seeing high unemployment in California with many people loosing jobs. I really suggest a good read in this forum especially n retrogression because no way round it you are affected and having a tourist visa makes no difference as you can not adjust your status. May want to think of another country

That is correct, not all states will issue you a license without the SSN#.

You need to get a job offer and get an AOS filed on your behalf. Once you get the EAD in about two months or so, you can apply for and get a SSN#, takes about one week to get.

Then you can readily endorse. But not until then.

I just want to ask for advice, I passed the NCLEX exam Vermont State..Is it possible to find a jod in different state? And let us say i found a job in different state do I need to apply for endorsement first in Vermont to particular state before they accept my job application.. Please advice guys.. what step shall I do incase the things happen? Please help me to clarify things..

What is your immigration status at the moment? If you've already filed paperwork what's your PD? Some people have a PD sometime in 2005 and are still waiting for their green card. Vermont is a state that issues a license with out a ss#, that's why most people go that route. But it's useless to have when you don't have a ss# because you need that number in order to work. All you would be forwarding are your NCLEX results. You don't have a license to endorse. The only way you will be endorsing is if you have a license on hand. If your name isn't on the BRN website then you don't have a license. From what I've read Vermont does issue a license with out a ss#, but keep in mind they may require one when renewing. Good Luck

So, in this case, i have the letter from CA BON that i have passed the NCLEX, what can they do to it? Are they accepting it even if i dont have ssn and give me temporary license?
