update 1:
on june 6 dos ammended their june visabulletin by adding a new category for nurses (schedule - a) and making it as 'current'. that means, all wait is over for nurses now and gates are re-opened officially on june 6th.

as the regular readers of allnurses.com know, this thread can be connsidered as the continuation of the thread "worst news for rns from india, phili..." (click here to view that thread : https://allnurses.com/forums/showthread.php?t=87149). worst news thread was started when darkness and gloom hit intl. nurse community when dos announced (dec 11 2004) the retrogression for nurse immigration from these 3 countries.

appropriations bill in to a law :biggringiand henceforth , at
this very moment (may 11 2005 8:30 pm cst), additional 50,000 visas are available:melody:

Julian Calendar- days are counted there are no months. For example January 1 in julian calendar is 1, January 31 in julian calendar is 31, February 1 in julian calendar is 32, December 31 in julian calendar is 365.

PACKETS are stages in the immigrant visa processing.
Packet 1 is the application at the USCIS I-140 or the start of the petition of the employer. Sometimes filing of labor certifications/exemptions.
Packet 2 is the approval from the USCIS
Packet 3 is the processing of the NVC going to the consulates. DS230 applications forms and visa fees are paid here.
Packet 4 are medical appointment and interview schedules.
Packet 5 ( i have not heard of this one. i only know there are four packets) Maybe packet 5 is the time you get your green card or immigrant visa. Just a thought though.
So these are the stages of visa processing. Hope this gives you clarity.

For example a case with the number MNL2001747003 would be a case assigned to the U.S. Embassy in Manila. 2001 is the year in which NVC received the case from the BCIS (formerly INS). The Julian date is 747 plus 500, so this case was created on September 4, 2001, the 247 th day of the year. The 003 shows that it was the third case created for Manila on that day.
This case number is not the same as the BCIS receipt number, which is written on the Notice of Action, Form I-797, from the BCIS. A consular section abroad cannot find a case if all you have is the BCIS receipt number.
Please subtract 500 then you will get the julian date.

I just got off from a phone call to NVC and my papers is still with them waiting for the priority date to become current. It seems that retrogression is not yet lifted and the schedules in the US embassy manila are for the PD June 2002. This might be the "real" case or the agents answering in NVCs are not updated! so much for the fuss about lifting of retrogression on June 1! Let's go on with our life and stop waiting and start living! I hate to be the bringer of bad news and I will really be more than happy to be wrong right know and I really wish that what I heard from NVC was wrong!!!

will it be a last minute climax scene like a super hit movie, that dos will publish the supplimental june visa bulletin (vb) to declare the pd for schedule a as 'c' (current) ?
since monday being a holiday here due to memorial day, dos has just one day (tuesday) left before june 1 (wednesday) , the date many well known lawyer firms predict dos will make pd for schedule a as 'c'. as posted in some of the websites, memebers of aila (american immigration lawyers association) are anxiously waiting.
many attorneys have lots of nurse application (i 140 / i 765/ i 485 ) well packaged and ready to be mailed. if pd will be current on june 1, experienced law firms send their client's application thru overnight mail on may 31. thats because, if the application reach respective service centers when pds are not current (may 31), it will be rejected and send back to them. eventhough, law firms convincebly predict that 50k visas are enough for nurses and families for the next three years, none of them will take a chance. they want to make sure that their cleints applications reach uscis on the very first hours on the day pd becomes 'c'.
i am sure that all immigration law firms will be on constant touch with dos on may 31st because they want to shoot their applications thru fedex overnight mail with an early morning delivery confirmation.
having said that, its also to be noted that, dos can declare the pd to be 'current' on any date; not neccessary that it must happen on the beginning day of the month. meaning, they can declare the pd as current from, say, june 7, if they wish.
lets wait and watch.
as we know, many immigration lawyers including shusterman/murthy predicted that dos will publish an updated visa bulletin to reflect the new 50k visas for schedule a.
time is running out on this deadline but unfortuantely dos has not yet (eob, wednesday) published the upated visa bulletin with a new schedule a category having pd as 'c'. that means we have only 3 business days left for the all important june 1. (may 30 is a holiday in us due to memorial day).

Can I just say I find it very difficult to read and understand your posts. I do not want to offend you but I am getting to the stage that I just bypass them because it takes me too long to read. I am sure you are writing very relevent interesting posts and I am wondering if occassionally you could write in sentences which I can understand thank you :)
I am English born and bred and it is my first language so if I am having difficulty then some of the other guys who's first language is not English may be having more problems than I am.
