Would would be better contacting local nursing schools and seeing if you can take part as a guest student just for this course

I believe you also need a SSN and a local license for CA. I find it strange CA requires extra OB hours since OB is in the NCLEX.
Silver dragon gave good advice call a local school and Merry Xmas

I had read that you needed a local license on this forum a few months ago.
I have looked at Cali BON and don't see it written anywhere. This is the only thing I could find.
"Submit a copy of your license or diploma that allows you to practice professional nursing in the country where you were educated. If you do not hold a license, a written explanation is required. Also, provide copies of your certificates for midwifery and psychiatric nursing, if applicable. "
So from what I read then a local license is not needed. You just need to write a note to CA BON explaining why you don't have a local licenses.

We have actually seen members post that they have had to provide more than a letter if they haven't got local license. For the non Philippine nurses ie people who trained in the Philippines but have no Philippine citizenship have had to get written confirmation from PRC that they can not sit NLE. Other Philippine nurses who haven't taken local license have also posted they have had problems with Ca because they haven't sat local license and the letter they provided wasn't enough for it to be waivered. Ca have been strict on this since Jan 08
BON can change the regulations anytime.
For example many states do not honor the excelsior program even though it is NLN approved. Doesn't make sense just the way it is.
The question is about OB hours, I know some nurses from the UK....don't have this experience and had to complete the course before taking the NCLEX

Different states have different hour requireements for licensure, CA requires more than AZ does. Simple as that.
You can easily make up the course at a community college in CA. You just need to enroll as a guest student so when they do get an opening because someone dropped, etc., then they can contact you. Be aware that any program to count as hours will need to have both a clinical and theory component to be able to meet the requirements and it must be done thru an approved school of nursing so that it will appear on your transcript.
You also will not be transferring your license, but endorsing it and will continue to hold the AZ license until it expires if you do not renew it. Be aware that CA will not issue a permanent license if you do not have a SSN#, only a temporary license.
Not sure the type of program that you are in for the F-1 visa at this time either; if you language or something else similar, you will not be able to work in the US as there are no visas available at this time and we are expecting it to be years before things open up again. You may wish to hold up on the CA license as the application is only good for three years and the temporary visa is only valid for six months.
