I bought wonder wink long sleeve silky tees for under my top but they don't make pants? Any suggestions? Thanks.

Underwear, same as in summer! I move around so fast I can't imagine getting cold, the facility keeps the rooms like 78° anyway!

LL Bean makes these ultra thin silk underwear that is designed to act as a second layer under clothing. Nylon just makes you sweat, the silk will breathe and keep you warm.
I wear the tank and the pants when the temperature really drops.
They can be expensive but you don't need a lot of them. They dry so fast (I never put them in the dryer, it ruins them). I wash by hand..takes 10 minutes to wash and rinse, put them in the washer on the spin cycle and by the next morning they are bone dry.

My underwear I can't imagine wearing anything under my scrubs at work...I think I would spontaneously combust. I do keep extra layers in my car in case I ever get into an accident or something.

I wore Cuddl Duds, years ago when I had to walk several blocks outside. Now I park across the street, or in the attached parking ramp during predicted ice/heavy snow -- I hate to scrape after my shift! Or when it's cold enough to be concerned about my car starting...our ramp doesn't have outlets for every spot, but it affords a bit of warmth. That's more about my car though, vs my bodily comfort. Inside my hospital is usually warm enough that I don't need a 2nd layer.
Oh wait, when I worked oveenight I did get chilly around 0200-0300. I did wear a long sleeved T-shirt under my top. If my hospital forbade long sleeves, I would have helped myself to the iso gowns. No way I'm going to work while cold.

I'm always cold in the winter and scrub pants are not warm! I wear cuddle duds brand long underwear as some previous posters said. They are very comfy and keep you toasty. They also make long sleeve shirts you can wear under tops, but I usually wear any type of long sleeve top I find at walmart or such.

If it's just the walk in from the parking lot that you're worried about, I wear heavy slacks OVER or INSTEAD of my scrub bottoms. I don't tend to get cold at work -- if I did, I'd wear silk long underwear. (Wintersilks website: Silk Clothing, Underwear & Sleepwear for Women & Men | WinterSilks) I also wear warm boots and change into my shoes once I get to the unit. I grew up in Wisconsin and my parents always impressed upon me that I should dress as though I expected to have to walk to work, because if the car broke down -- a frequent event when I was a kid -- I'd have to walk. Didn't happen nearly as often once I was buying and maintaining my own cars! But I still tend to dress for the commute as if I was planning to walk.
