I think its weird that VA and DC aren't part of the compact state agreement. You can take your boards in any state you want, I think you are asked where you will be testing when you fill out the final paperwork.

Virginia is part of the compact, and you should have no problem obtaining a Maryland license if you decide to take the boards and use them as your primary residence. Any school in Virginia should be able to help guide you on steps for Maryland licensure, but the final authority rests with the MBON, so you should try them for assistance.
Good luck.
Ooops, is it PA that isn't a member of the compact state agreement?

Our DON told us about this yesterday, and I think she said it was both PA and WV who were not part of the compact agreement in this area.
