Where are your relatives? I think it is better to just apply for US licensure to where you want to live and work.
If you never took NLE, you can simply write a letter of explanation saying that you don't have plans to practice in PH and so chose not to take the local boards. They will waive the local license req't.

my mom and sisters are in ohio. some of my cousins are in lousiana. does these states require NLE?
thanks
Ohio only requires CGFNS's CES to be completed and so you can attach a letter to your CGFNS CES application explaining why you don't have a local license and that requirement will be waived. Rule of thumb is that as long that a State BON doesn't require the CGFNS Certification program then you can write a letter of explanation why you don't have a local license and esp. if you never took it from the start. Someone who took it and failed would be a diff. situation and subject to the State's individual policy regarding the case.
Regarding Louisiana, I could not see any instructions regarding whether they need CGFNS Certification or any CGFNS service for that matter. Please take a 2nd look as well. All I see that they require is the TSE for foreign grads but that too sometimes can be waived if a foreign nurses was educated using all books written in English. You have to contact them if you qualify for the TSE waive.

New Mexico's Board of Nursing (BON) does not require local license, nor CGFNS. If you do pass the NCLEX, you may work in other states. HOWEVER, please check the BON rules of the state where you want to work regarding Licensure by Endorsement.

If you do not take local boards then you just send letter explaining that if you take local boards and fail then they can decide not to allow you to sit NCLEX. Think about it as an employer and you had choice of 2 people one who never took local boards and one who failed local boards who would you pick?
Maryland you just follow requirements for foreign trained nurse http://www.mbon.org/main.php?v=norm&p=0&c=licensure/foreign_lic_process.html
If Maryland does not require the CGFNS Certification program then you don't have to take the local boards as general rule of thumb. Subject to confirmation on your respective boards, w/c you need to contact on your own. All States that does their own Transcript evaluation (CA BRN, VT, NM, etc..) will generally waive that req't if you attach a letter of explanation. Same with a State BON just requiring the CES program w/c is basically the same thing. The CES service is just a service that CGFNS gives for those State BON or BRN that do not want their own Board to do their own transcript evaluation for foreign grads. It's basically just delegating the transcript evaluation to another one that can handle it.
Also, if you do not have any intention to practice as an RN in PH then better not take it at all, esp. if you hold dual citizenship (you do not need to go through visa screening by the way since you are already a US Citizen). So, better not make things complicated by taking the boards.
If you have no desire to practice in PH and then an appropriate letter of explanation is to simply say that you do not have intention to practice in PH and so chose not to take the local boards.

Greetings to all!! I am new to this website and after reading some of the topics I find it absolutely helpful for me and many others who may have inquiries concerning nursing.
I have read that if you are a U.S citizen and studied in the Philippines, NLE is no longer needed if you plan to work in the U.S. What if I hold a Dual citizenship (U.S/ Filipino) and plan to work in the U.S specifically in California? Do I still need to take the NLE? Or take the NCLEX instead? I’ll be graduating this coming March 08 and I’m not too sure of what to do next. Some people tell me I don’t need it while others say I need to take the NLE. What is the most current update about this? Any advice, help or suggestions will be greatly appreciated. Thank- you.

If you are a US Citizen alone, you are actually prohibited in taking the local NLE per Phil. Law.
If you are holding a Phil. Citizenship alone, CA BRN allowed application w/o local licensure before as long as you write them a formal letter on the reasons why.
That was before but there has been unconfirmed reports that CA BRN will be requiring the local licenses now as part of the req'ts, starting Jan. 2008. You have to contact CA BRN directly and ask them that now for confirmation as they have not yet updated their website to change that policy but not because the website has not been updated doesn't mean it cannot take effect.
So, my opinion on this is that if CA BRN will indeed require it strictly now and PRC's Legal Dept. says that there are no legal detriments to not allow you to take the local boards for being a Dual-Citizen then you have to take it. It is only when the PRC Legal Dept. says you cannot take it per Phil. Law that you may possibly be exempted if CA BRN will strictly implement that new ruling this year.
Please update us on what happens with your scenario. Thanks.

I would contact the BRN and get something in writing from them.
Please be aware that you are not able to start the licensing process until you have a completed set of transcripts and that it will be about four months before you get approval to sit for the exam since you did not graduate from a US school.
You need to always complete the procedures for a foreign grad, immigration is completely separate from licensure.
