The US government will not issue a tourist visa to take the NCLEX exam in the US. They actually frown on someone coming here to do that.
Thread moved to the International Forum since it is specific to foreign nurses, and not specific to the NCLEX exam.

In addition, as soon as an NCLEX test center opens in Manila some time at the latter part of this year or the early part of next year we can expect that giving the reason of taking the NCLEX in the US would now be a thing of the past. There will be no reason at all to take it in the US via a tourist visa once an NCLEX test center opens in Manila.
There is also the nearby HK and Taiwan test center in addition to the Manila test center so there is really no more excuses of having it taken in the US.
Expect the US Embassy to tighten up again on giving tourist visas as if it is not hard enough as it is and immigration officers will also tighten up on the port of entry.
Since there has been no further word on a testing center in Manila, I would not even count that in as a possibility anytime this year.
In the past with all of the centers, it is three months after they announce that there will be a center and where it will be, so that people know that the center will be opening, and then another three months ahead for appts to be scheduled. Since it is already May, and there has been no further news, you do the math.
And remember, the center opening was posted the week before CGFNS came out with their announcement. And since there have been testing centers out of the US, there have not been any visas issued specifically for coming to the US to test. A thing of the past.

No guarantees but best thing you can do is to take plenty of proof that you plan on returning
