I know there are some states that it is not recommended to apply for initial license too as they need a SSN to get a license and so can be difficult to endorse to a nother state from. I know California is one but are there any others?

Look at it from the other way, many of the states in the US will not issue a license without a SSN#. The biggest concern should be based on where you actually want to work, as the endorsement process can actually take you much longer than going with that state in the first place.
CA is really the only only one that I do not recommend for initial licensure because of the time it takes to get approval and then since you do not have a SSN#, it will be about four weeks to get your results.

Suzanne... What if I am planning to work in California and have no plans of geting to other state to work? which is easier applying in the California Board of nursing or applying NCLEX in NY and then let them endorse you to California? Thank you so much!!!
If you have no wish work in another state then the best thing to do is go with CA. Which ever state you go with initially and the endorse you will still have to meet their requirements for foreign trained nurse. With retrogression there is no reason to rush and you will save money
