There are many. "Best" is subjective. For affordability, western Governors University and Fort Hays are both very inexpensive.

Maybe a state school? What area are you considering?

Best to you may differ from best to me. For me, it was important that the school accepted many of my previous credits. I had last attended college 30 years prior and didn't want to start all over again.
Cost was a factor as well as program design. My classes were each 5 weeks in length vs a semester. There are advantages and disadvantages to both.
I advise you to ask colleagues where they went to school, look at the boards here on AN to see what people are saying about various programs, and if you have an education department at work, ask them.
Any program you attend will be work. Plan on a lot of self teaching and writing APA papers. Many programs also focus heavily on discussion boards. Good luck in your quest!
