Questions regarding obtaining school transcripts

Hi, I was looking to transfer to another school that was closer to my house. The other school requested that I provide them with my transcripts to see if I would qualify to transfer in. Well, I asked my current school for them and they said that they only provide transcripts for graduated or dropped students. Basically, they won't give me my transcripts unless I quit or graduate. Is this legal? The other school said that this sounds very unethical.

    First I heard of this. Absurd. But then one of my schools has not sent transcripts the last three times I've requested them. I wonder how they justify cashing the checks that pay for them.

    I am going to call the BVNPT (CA state board) tomorrow before I go to school but I am the kind of person that likes to get answers and opinions ASAP - which is why I posted on here.
