First off, I don't work in mother baby or L&D so my knowledge of these areas is limited to my own personal delivery experience and a short 6 weeks of clinicals.
What I do know is, each new mom that is discharged from my hospital is sent home with a baby bag with a few items and samples of items. I am trying to look towards the upcoming hot summer and I would like to see about getting an item included in each of these bags similar to this:
Boy Invents Life-Saving Device to Prevent Child Deaths in...
Does anyone know how I would even start the process of this? Again not my area, but a subject very near and dear to my heart. Thanks!!

Contact the company and tell them what you are thinking and see what they say

Once you have the answer from the company, you will need to approach the directors of ob/gyn, mother-baby, NICU. If interested, the directors would know where to take it up the corporate path to get approval.

It isn't really a product is it? It just gives instructions on how to make them I believe. Just out of curiosity I asked our CNS what she thought and pretty much it was a no, it isn't well trialed, there are risks if the parent doesn't do it right, and it isn't recommended by the Peds Academy. Maybe in the future it will be patented, who knows.

My idea would be to turn the instructions on making this item and other stats/information into a pamphlet and approach the appropriate people about getting that included in the take home bags of new parents.

Unless it is appropriately researched/tested/approved, etc. smart people wills avoid giving it out to patients. If something were to go wrong and someone got hurt, the legal liability would be too great. Only well-tested products and procedures should be given out.
