I know there is another pop-up that means you have to wait longer. I thought I save that thread. I can't find it and I can't think right now.
Does anyone know?

Where is it suppose to say "delivery successful" on the PV webpage when trying to do the PVT?

I do believe that's the passing one. Sounds like you passed. Congrats to you. I think the other one states that records are on hold.
Delivery successful is located under recent appt. history under the status bar
okay, it says delivery successful!!!

I took my test yesterday and I got both of the same message. For the most part....reading all of the posts on this site and other sites, we have passed.

means you passed...i, for example, did this trick and it took me to where you have to pay (the infamous credit card page) and i did not pass. so congrats :)

SERIOUSLY!!!! Oh, please let it be accurate!!!! I will be relieved and the impending sense of doom will finally be over!
