When it comes to the negative outcome of patient because nurse was asked to rotate to an unfamiliar unit, should the hospital send the nurse to the Peer Review Committee before reporting to the Board? Is there any Board rule regarding it?

It's homework, and patient died. I reviewed the guidelines but only process to report to BON and to peer view, didn't see anything about if should be peer review before BON. I am in Texas.
