Yes, at the border you have to present your letter of employment, visa screen and proof of your education to obtain your TN. Then you can get your license for whichever state and SSN. Good luck!

Once you get your TN status underNAFTA and your visascreen you can get a SSN to work in the US so you don't have to worry about which state will give you a license.
