Hi Allnurses peeps iam jhon , i graduated last 2010 with a BSN DEGREE in the Philippines and apply here in california for rn exam, unfortunately got denied, and took the exam last Feb 27 , 2013 and passed my Rn Exam in Hawaii , Endorsed it to nevada, they issued me temporary license but they need some additional requirements like

Summary of R.L.E
English Proficiency Exam - i dont know why because its just an endorsement but they told me that i graduated almost 2 years so they need my english proficiency exam..
is there anyone here having the same problem as mine?

This is why many others (adm's, the guides here and a few others) have been preaching that it makes absolutely no sense to try to get into the "fastest, easiest and the cheapest state" to get the ATT and then try to endorse over into the real actual desired state one wanted to practice and work and settle down for years to come, the minute one passes the NCLEX-RN. So many kababayans I know or talk to just keep thinking all this "state hopping" around will get around the endorsement, but it doesn't work that way.
Instead, now there will be more waste of valuable time and money for more English exams and course evaluation. It will be several months to maybe close to a year hoping the desired BON will grant the proper state's license, when one should be looking for a job.
To make matter worse, to apply as a "new grad", one will have exceeded the usual hiring requirements of meeting the new grad application status, which is the application submitted must be within one year of the graduation date, NOT the date one passed the NCLEX-RN. Some hospitals may still look at the application if one has one year or less of actual RN experience, but the chances are very slim as there are hundreds more that are more qualified or graduated from a US school.
Endorsing any out of state RN license will always be reviewed with copies of the same college transcripts whether one is a USC or foreign nurse/grad. It's like being asked to take the actual exam again. So what I'm saying is that any and all applicants endorsing into another state MUST still meet the exact same educational requirements. This is nothing new, it's been this way for 20 years or more, simply look at the written policy of the state's nursing rules and regulations, notice the year some have been used in.
Btw, FYI, NV has started to recently enforce the concurrency rules as well.
With regards about the English examination, the moment one submits documents coming in (not a US RN license) from a foreign country, then the application will be placed as with any other international application.

If you plan to work and practice in NV, then, go for it with an understanding that if you're denied the NV license, then, either look for another state you wish to plant your roots or look for a job in HI since you're clear to start looking for a job there.
Actually I think there's at least one or two people also in your same situation here, trying to endorse from HI to NV, they also got the temporary license, was told by the BON, the permanent license is coming also, but not sure if that was still pending review of their transcripts or if they did pass the requirements and now RN's in NV, maybe they will report back.
This is exactly why going to the fastest, easiest and cheapest state is not what it appears to be if one doesn't plan to stay and work once they pass the NCLEX-RN, so many kababayans assume that once the RN license is in your possession it's very easy to simply endorse it over to any of the other 49 states, so as to avoid the taking of the English exams and or the extra cost for the course evaluations, not to mention the months waiting and waiting and waiting for a positive result, which is not at all guaranteed.
It's gotten so bad with so many international grads and nurses (and I'm guessing coming in from the Phils due to the large numbers of application rejections from the CA BON), that New Mexico recently (last Oct. 2012) require that all applicants plan to stay within their State and not move their nursing license for several years and one must sign an statement of fact in order to be granted the ATT. It's probably because NM was feeling like being used as a stepping stone to other states.
thanks for the info steppybay, i think the only frustration i had right now is the english proficiency exam... i dont want to spend a lot of effort and money because of that... do u know any other states that are not strict regarding reciprocity / endorsement ? thanks

A few states ask for English exams even when endorsing because you trained outside the US. Only thing you can do is try and decide where you want to live and work and meet their requirements. You shouldn't be basing it on which states do not require English exam

If you can't pass an English equivalency exam, how do you expect to be able to communicate with patients , majority of them speaking English? I wouldn't expect to go to another country to work without being fluent in that language. That is reason exam exists: need for skilled professionals to be able to communicate to their clients .

Many (most?) states require that internationally-educated applicants meet all the initial licensure requirements for internationally-educated nurses, even if you already have a license in another US state and are just applying for endorsement. It is the state's prerogative to have that as a rule -- your choices are to meet the requirements or not get the license.

hi. i've been experiencing the same problems as you are. my main concern is the rle summary. i'm afraid that asking for that certain document will lead to concurrency issues eventually asking me to take courses. i've read a lot of concurrency issues in nevada regarding application through examination but none at the moment regarding endorsement. add me in facebook so we could follow up in each other's situation. i seldom visit this site.

I also applied for endorsement to Nevada and they also issued me temporary license.. but fortunately, they just asked for the official copy of my transcript and course descriptions...
whats ur email add?
did they gave u permanent license ?
