I'm a newbie here and I'm planning to take the NCLEX soon.
Questions...
1.) Do I have to be a licensed/ RN in the Philippines before I could apply for eligibility in Illinois?
2.) Do I have to have my CES processed first before applying in Illinois?
3.) How do I know if I am already eligible by then? Should I contact them regularly or do I have to wait for them to send me anything?

Have you checked Illinois website on the steps for a foreign trained nurse? Generally I would say get CES done first.
The BON will tell you if you are eligible and to go ahead and book a date for the exam

I'd like to ask if I can apply through continentaltesting.net. I'm an RN from the Philippines. I think it's more convenient since I can pay through credit card. I'm confused because there's an instruction on the site that says:
If you hold a license in another state,DO NOT apply through this method. Apply through the Illinois Department of Financial and Professional Regulation. Applications sent in error will have a processing fee deducted and will be returned to the candidate.

I called continental testing and those are the only things the woman on the phone said... One last question. Where do I get the fingerprint receipt? I read somewhere that you can get it from the local police. But I'm from the Philippines. Do I do the same?Thanks a lot for the help!!!

yes, you can apply online via continental testing.
the one above is saying that if you have a license from a different US state, don't apply in CTS, but use the endorsement form in IL professional regulations website.

Letters do not always make it to where they are supposed to go, would not worry about it.
Just get prepared for the exam, and then register when you are ready.
