Here's the eagerly awaited October 2008 VB.
Although as some have mentioned it is better wait for the official VB. But it has been amazingly accurate in the past. What I have noticed is that if the VB is good news for forward progress it comes out later in the month closer to the 15th but if it is retrogressed further it tends to come out earlier (ie) between the 10th-12th.
The dates listed in the Bulletin are from the US government, the Indian Consulate does not have any other access to dates other than what is provided to them. They just seem to get the information out sooner.
And what is posted by them is what we have been expecting. There are so many applicants in the pipeline now that things were expected to be back to where they were a few months ago, or even further back as those that had earlier PD dates finally got their files completed and then got added into the equation.
Visas are still limited to 140,000 per year for the EB-3 category that most nurses are included under. And this has not changed in years for this category.

Just as expected back to where they were a year ago. There will still be a 5 year wait for those who are waiting.
Not entirely true...stay encouraged. Last year at this time, the October 2007 bulletin was at August 2002 and it took until March 2008 to get to January 2005. So we are starting out better. My attorney recently told me they are still optimistic about a possible 20,000 recapture with two bills being proposed. For those of us with approved petitions that could be good news (at least for nurses). And she also told me that the only information they rely on for accuracy is the AILA (American Immigration Lawyers Association).
They posted recently:
"DOS released the visa bulletin for October 2008. Section D addresses Mexican F-2A visa ability and Section E addresses October Employment cut-off dates, which are earlier than those which applied during FY-2008. Little forward movement is expected in EB priority dates until the backlog of old priority dates can be determined. AILA Doc. No. 08091260."
So it looks like it will be a waiting game again until those old priority date backlogs ARE determined. Essentially the only thing that would make a difference is having schedule A back. I am in the US already so consider myself privileged. However, my current employer is changing insurance plans and my husband's doctors are not covered. Makes it hard to stay in my facility waiting out this long green card process in case something should happen to him that may require surgery in the future. Hopefully it won't come to that since switching employers is not something I would want to do unless I absolutely had to during this process.
