Talk to HR. Explain that you would like to work the hours allotted to your hired position and that you believe some staff are working OT while others are not getting their hours. Be prepared; this sounds like a jerk place.
Places that are run horribly get themselves into messes. The thing about the guy on his 4th day is that it's possible no one wants to put him on-call because one of the days he's already worked this week was actually extra. And then he, an experienced nurse, will rightfully raise h*ll about being put OC because that keeps him from earning what he believed was going to be OT pay when he decided to do them a favor earlier in the week.
I'm not saying that is what happened, but in jerk places it happens a lot.

Being put on call frequently seems to be pretty typical for a lot of places, particularly for places that hire a lot of newer nurses. Newer nurses don't always stick around very long. Employers realize this. They hire a bunch of employees at once, knowing some will leave, and they end up very overstaffed.
After a few months (if they make it that long), people start moving on ...ironically, sometimes because they're being canceled a lot. Then the hospital is short staffed and they're begging everyone to work over time.
The cycle goes round and round and round.
Some people opt to use PTO when they get canceled if that's an available option.
If it is not overtime for you, and he is in overtime, he should be on call, not you. Overtime or extra pay RN gets put on call. But, sometimes it is based on skills and abilities. Perhaps, he does charge, and you don't.
Another thing is that a log is kept of on call dates, so the same people don't get put on call. Ask about that. I'm sure you and him are not only nurses on , so what about other regular hours RNs?

At my first RN job, if you picked up OT before your last shift of the week they would find a way to cancel you/ put you on call for your last shift so you didn’t end up with OT. It got to a point I stopped picking up shifts because it would make my schedule so unpredictable. And I’m a person who loves OT.
As a previous poster said, talk to HR. At the very least ask them if there is a unit you can transfer to where you can actually work your 36 (or whatever is FT for your facility) hours per week.
