As Suzanne said, it may or it may not. The CIR itself has a possibility that it may not even be done this year if certain immigration issues are not agreed upon but if you've read the whole thread so far, new Visas for nurses does not necessarily be dependent on the CIR alone.
Creation of new visas for nurses does not necessarily be part of the CIR.

WASHINGTON -- U.S. Sen. Ted Kennedy is finalizing immigration legislation that would make it easier for illegal aliens to gain citizenship, a Washington newspaper reported.
The Washington Times reported Thursday that the bill backed by Kennedy, D-Mass., would weaken enforcement provisions included in immigration legislation approved by the Senate last year.

© Exception to Per Country Levels for Family-Sponsored and Employment-Based Immigrants- Section 202(a)(2) of the Immigration and Nationality Act (8 U.S.C. 1152(a)(2)), is amended by inserting `, except for aliens described in section 201(b),' after `any fiscal year'.

So, Lawrence. How do you read this between lines?. Because for me; it is very hard to process this type of information.
Would you kindly explain in Nursing terms , or in coloquial words what the underlined paragraph; perhaps, all the proposed Bill mean?

As everyone may now know there is a scheduled Senate committee hearing next week (Feb. 28) about the Comprehensive Immigration Reform BIll so issues about creating visas for Schedule A maybe discussed, including the Bill above. So let's just wait for it and we can discuss it here afterwards. Too vague to discuss anything this early.

Simply put, this bill will exempt Sched A (nurse,pt's and their dependents)from visa quotas until 2017 or until Dept of Labor continously certifies that these occupations are in shortage in the US.
This is more or less the same Brownback amendment in the Senate CIR last year and is also in the SKIL bill last year.
Lets all pray and hope this bill pushes thru and becomes a law.
Very tempting to say what my understanding is but let's give the proper analysis to the experts or the proper authorities as they will explain some provisions on that Bill in the near future IF it will be considered. Remember, it was just introduced to the Senate.

Pls find some info related to retrogression....Just for your information and comments only..Here is the link
.....deal between the House and Senate to recapture unused immigrant
visa numbers and eliminate retrogression was finalized late last night. The
deal creates a special EB3 immigrant class for Schedule A occupations --
registered nurses and physical therapists. The special class exempts
50,000 immigrant visas from the general EB3 category and effectively ends
nurse and physical therapist retrogression for at least the next two or three
years.
It is expected that the formal enabling vote will take place next week. The
President will sign the legislation shortly thereafter. It may take the
Departments of State and Homeland Security several weeks to apply the
law. At this point HLG estimates retrogression will be effectively lifted for
EB3 Schedule A occupations with the publication of the July Visa Bulletin.
The July Visa Bulletin should be released in mid-June.....

We have no idea, and neither does anyone else. This is just a beginning meeting and it far from being anywhere near complete. If you notice it is just a small amount of people to design the bill that they will put before Congress. That could take months alone.
Think of this as being an introductory meeting at your nursing school, just the beginning of a long process. A bill needs to be created, and then submitted to the Congress for it to discuss, and then eventually vote on it. And if approved, then it needs to go to the House for their approval, and then the process is not over then. Far from it.
